At present, large-scale work has begun in our country to introduce amendments and additions to the Constitution of Turkmenistan. Specialists of the apparatus of the Central Commission for Holding Elections and Referendums in Turkmenistan pay special attention to this work. More precisely, the experts of the apparatus of the Central Commission are consistently studying international experience. To tell about what work is being done in this direction, we asked Hekimberdi Ovezov, secretary-referent of the apparatus of the Central Commission. Here is what he told us:
At the second meeting of the Halk maslahaty of Turkmenistan, our esteemed President put forward initiatives related to the perfection of democratic principles of state governance. More precisely, the proposed initiatives to introduce amendments and additions to the Constitution of Turkmenistan, as well as taking into account the ongoing world transformations and the experience gained in many countries, the transition to a bicameral system and the introduction of the Halk maslahaty of Turkmenistan and the Interlice of Turkmenistan into the system of bodies performing the functions of representative legislative power, have received the warm support of our people.
On December 4, 2019, the distinguished President held a regular meeting of the Constitutional Commission in the Rukhyet Palace, which was created to introduce amendments and additions to the Constitution of Turkmenistan.
The head of state noted that the main purpose of this event was to assess the state of affairs and opportunities of the country's legislative body, to initially summarize the information received by the Commission from the field, to discuss its previous work. Also, the National Leader separately emphasized the need to prepare a more effective solution to important issues related to the goals and objectives of a bicameral parliament and the identification of its tasks.
In accordance with the instructions of the distinguished President, the resolution of the Mejlis of Turkmenistan under the Constitutional Commission of Turkmenistan, a working group was created to study the proposals to amend and supplement the Constitution of Turkmenistan and to generalize them.
Bringing the work of the legislative body of our country in line with modern requirements for the development of society will positively affect the transformation of the national parliament into a national representative body with broad powers. As a result of the transition to a bicameral system, lawmaking in Turkmenistan will qualitatively rise to a new level.
Guided by the instructions and instructions of the National Leader on the study of world experience in organizing elections, the specialists of the apparatus of the Central Commission for holding elections and Referendums in Turkmenistan regularly study the work and experience of the electoral systems of the countries of the world. Arriving on business trips, they are in detail interested in the accumulated working experience in matters of the procedure for the parliamentary elections of these states, the introduction of digital systems.
Full evidence of this is the participation of representatives of the Central election commission of Turkmenistan, composed of representatives of international observers from countries of the Commonwealth of Independent States, in the election of deputies of the Parliament of the Republic of Moldova, in the early elections of the President of Republic of Kazakhstan, at the international conference “Digitalization of Electoral Processes in the Russian Federation in Moscow. The Humanitarian Dimension”, at the election of deputies of the House of Representatives of the National Assembly of the Republic of Belarus, at the election of deputies of the Oliy Majlis of the Republic of Uzbekistan.
And this will positively affect the work related to the holding of elections in our country on a democratic basis, in accordance with the Constitution of Turkmenistan, the Electoral Code of Turkmenistan and generally accepted international standards, with even greater improvement in the work of the electoral system and the introduction of amendments and additions to the Constitution of Turkmenistan, with the transition Mejlis of Turkmenistan on a bicameral system.
