Under the wise leadership of the distinguished President, in-country great attention given to the perfection of the political system, the comprehensive democratization of state and public life. As a full member of the world community, Turkmenistan today is carrying out fruitful work to deepen democratic principles. There is expanding the scale of the ongoing work on the further democratization of the social and political life of the country, the improvement of civil society institutions, and the introduction of modern electoral technologies.
Based on the resolution of the Mejlis of Turkmenistan dated January 5, 2019, it was decided to hold elections to replace the early retired deputies of the Mejlis of Turkmenistan, members of the velayat, etrap, city Halk maslahaty, and Gengeshes on the last Sunday of March of the 2019 year.
The election campaign began on January 20, 2019.
In the country, elections were held in 44 etraps and cities with etrap rights, in 81 Gengeshes, in 125 constituencies, including:

A total of 222 polling stations were formed for voting. Including:
143 polling stations were established in educational institutions: 131 in secondary schools, 12 in kindergartens;
25 in cultural institutions;
2 in health care facilities;
14 in the buildings of the Gengeshes;
18 in military units;
20 in buildings of other institutions and enterprises.
Elections were on the focus of public attention. All stages of the elections were monitored by 357 national observers nominated by political parties, public organizations, groups of citizens, and by candidates. Including:
The nomination period of candidates lasted from January 30 to February 28, 2019. Candidates were registered from February 9 to March 5.
For the elections held on March 31, 2019, the relevant election commissions registered 281 candidates nominated from the Democratic Party of Turkmenistan, the Party of Industrialists and Entrepreneurs of Turkmenistan, the Agrarian Party of Turkmenistan, as well as groups of citizens.

Early voting for the elections was held from 21 to 30 March 2019.
On Election Day, voting at polling stations was held from 7 to 19 hours.
From 201.823 registered voters in the country, for the first time, 6.856 young voters participated in the elections.
The main feature of this socio-political event was the active participation of voters both on the eve and on Election Day. Or rather:
73.106 out of 80.230 voters voted for the elections of deputies of the Mejlis of Turkmenistan, which is 91,12%;
46.080 out of 50.713 voters voted for the elections of members of the velayat Halk maslahaty and the Ashgabat city, which is 90,86%;
39.997 out of 44.093 voters voted for the elections of members of the etrap, city Halk maslahaty, which is 90,71%;
30.281 out of 33.312 voters voted for the elections of members of the Gengeshes, which is 90,90%.
At 21 polling stations of the Ashgabat city and velayats of the country, there were installed cameras and via the Central Election Commission's website saylav.gov.tm the voting process was shown online.
The website of the Central Election Commission broadcast the voting process of the polling stations on March 31, 2019, from 7.00 to 19.00, and at the same time the website saylav.gov.tm visited 43.342 people, and tens of thousands of people viewed the on-line broadcast page.
In the elections, out of 281 candidates registered throughout the country, 125 people were elected to various representative bodies of power. Including:
The number of nominated and elected candidates for deputies of the Mejlis of Turkmenistan, members of the velayat, etrap, city Halk maslahaty and Gengeshes:
From the 180 candidates nominated by political parties, 80 were elected;
From the 101 candidates nominated by groups of citizens, 45 were elected.
From the 3 elected deputies of the Mejlis of Turkmenistan, 33,33% are women, as well as from the 16 members of the Halk maslahaty of etraps, cities — 18,75%, and from the 102 members of the Gengeshes — 10,78%.
100% of the elected deputies of the Mejlis of Turkmenistan are people with higher education.
75% of the elected members of the velayat Halk Maslakhaty and the Ashgabat city are persons with higher education, and 25% with secondary special education.
81,25% of the elected members of the etrap, city Halk maslahaty are persons with higher education, and 18,75% with secondary special education.
38,24% of the elected members of the Gengeshes are persons with higher education, 41,18% with secondary special education, 20,59% with secondary education.
Among the elected persons: 24,8% are under the age of 30, 23,2% are between the ages of 30 and 40, 24% are between the ages of 40 and 50, 28% are over the age of 50.
Under the wise leadership of the distinguished President, there are being carried out fundamental changes aimed at consistently strengthening the democratic foundations of the state, consolidating the principles of true democracy, and ensuring the constitutional rights of citizens. Being a sign of a new stage of democratic transformations, an important task of election commissions from now is holding organized public elections in accordance with national legislation, in conditions of wide alternativeness.

Nowadays, in our country, there is another important social and political event - preparatory works for the elections of the early retired deputies of the Mejlis of Turkmenistan, members of the velayat, etrap, city Halk maslahaty and Gengeshes has been widely developed. According to the resolution of the Mejlis of Turkmenistan dated January 5, 2019, elections are scheduled for Sunday, March 31, 2019.
Elections will be held on an alternative basis, with the participation of three political parties, namely, the Democratic Party of Turkmenistan, the Party of Industrialists and Entrepreneurs, and the Agrarian Party.
Countrywide, elections of deputies to replace the early retired deputies of the Mejlis of Turkmenistan, members of the Halk maslahaty and Gengeshes will be held in 125 constituencies, including elections of deputies of the Mejlis of Turkmenistan - in 3 constituencies, elections of members of the velayat Halk maslahaty and Ashgabat city - in 4 constituencies, elections of members of the etrap, city Halk maslahaty - in 16 constituencies, elections of members of the Gengeshes - in 102 constituencies. More precisely: elections will be held in 32 constituencies of Ahal velayat, in 10 constituencies of Balkan velayat, in 27 constituencies of Dashoguz velayat, in 33 constituencies of Lebap velayat, in 21 constituencies of Mary velayat and in 2 constituencies of Ashgabat city.
For voting on elections up to today, there were created totally 222 polling stations, including in the Ahal velayat - 50, in the Balkan velayat - 10, in the Dashoguz velayat - 49, in the Lebap velayat - 41, in the Mary velayat - 58, in the Ashgabat city - 14 polling stations.
143 polling stations were established in educational institutions. More precisely: in secondary schools - 131, in kindergartens - 12, in cultural institutions - 25, in health institutions - 2, in Gengesh buildings - 14, in military units - 18 and in other institutions-enterprises - 20 polling stations.
In accordance with the Electoral Code of Turkmenistan, on elections to replace the early retired deputies of the Mejlis of Turkmenistan, members of the velayat, etrap, city Halk maslahaty and Gengeshes, information about the limits of constituencies, the centers, and limits of electoral precincts, as well as lists and biographies of registered candidates to deputies of the Mejlis of Turkmenistan were published in the newspapers "Turkmenistan", "Neutral Turkmenistan" and on the website (saylav.gov.tm) of the Central Election Commission. Information about the registered candidates for the elections of members of the velayat, etrap, city Halk maslahaty, and Gengeshes was brought to the attention of the population by the newspapers of velayats and the Ashgabat city.
Information about the upcoming elections is systematically posted on the website of the Central Election Commission (saylav.gov.tm).
Works related with the organized holding of elections to replace the early retired deputies of the Mejlis of Turkmenistan, members of the Halk maslahaty and Gengeshes are organized by the Central Election Commission, the election commissions of the velayats and the Ashgabat city, the election commissions of etraps, cities, districts, gengeshliks, and by the precinct election commissions. The term of office of all election commissions is 5 years.
The Central Election Commission prepared 30 sample documents for the elections, and within the approved deadlines were printed and sent to the relevant election commissions.
In accordance with the approved program of events, in February of this year, by specialists of the Central Election Commission in all velayats of the country and the Ashgabat city were held training seminars with the relevant election commissions, national observers, and representatives of the mass media. And also, election commissions of the velayats, the Ashgabat city, etraps, and cities held training seminars with the precinct election commissions.
The holding of elections in a democracy will be under the watchful eye of the public. For elections to replace the early retired deputies of the Mejlis of Turkmenistan, members of the velayat, etrap, city Halk maslahaty and Gengeshes, by political parties, public associations, groups of citizens and candidates were appointed, and by-election commissions of velayats and Ashgabat city were registered 357 national observers. In accordance with the program of events for elections of deputies to replace the early retired deputies of the Mejlis of Turkmenistan, members of the velayat, etrap, city Halk maslahaty and Gengeshes, approved on January 26, 2019, at the meeting of the Central Commission for holding elections and referendums in Turkmenistan from January 30 to February 28 passed the campaign for the nomination of candidates. From February 9 to March 5, there were held registration of candidates. In the campaign of the nomination of candidates for these elections were attended Democratic Party of Turkmenistan, the Party of Industrialists and Entrepreneurs of Turkmenistan, the Agrarian Party of Turkmenistan, as well as groups of citizens.
In accordance with the Electoral Code of Turkmenistan, on the approved dates, there were registered 281 candidates, among them - candidates for deputies of the Mejlis of Turkmenistan - 7, members of the velayat Halk maslahaty and Ashgabat city - 11, members of the etrap, city Halk maslahaty - 36, members of the Gengeshes - 227 people.
For the elections of deputies to replace the early retired deputies of the Mejlis of Turkmenistan, members of the Halk maslakhaty and Gengesh were nominated and registered 180 candidates from political parties and 101 candidates from groups of citizens. More precisely:
The cited figures show that on the elections which be held on March 31, there are two or more candidates for one place. This shows that the elections will be held in conditions of a multi-party system and the triumph of democracy in our country.
The pre-election agitation of registered candidates began from the moment of their registration.
At the polling stations were created all the conditions for holding voting. The ballots for each of the elections of deputies to replace the early retired deputies of the Mejlis of Turkmenistan, members of the Halk maslahaty and Gengeshes will differ in colors. There have been prepared cabins for voting and three types of ballot boxes.
Guided by the wise statement of the distinguished President “We have gained good experience in organizing and holding democratic elections in full compliance with the laws of Turkmenistan and international law. We and the upcoming elections will be held in full accordance with the same principles, on a broad alternative basis, in conditions of openness and publicity, by secret ballot”. The task of the election commissions is to continue to hold elections in our country in an organized manner, on broad alternative conditions, on the basis of democratic principles and multi-party system, in accordance with the Constitution of Turkmenistan and the Electoral Code of Turkmenistan.
Elections, which will be held on the last Sunday of March, in the year of “Turkmenistan - Home of Prosperity!” have great importance in the political life of the country for the further prosperity of democratic principles.
