CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
On September 25, 2019, the second national forum will be held in Ashgabat - the second meeting of the Halk maslahaty of Turkmenistan. With a request to talk about the work of the Halk maslahaty of Turkmenistan, we turned to the Secretary of the Central Commission for Holding Elections and Referendums in Turkmenistan Amangeldi GANDYMOV. And then he told the following:
The Mejlis of Turkmenistan, velayat, etrap, city Halk maslahaty and Gengeshes are representative bodies. With the establishment of the Halk maslahaty of Turkmenistan, the number of representative bodies has become even greater. As a result, opportunities for participation in the government of the state on the basis of free opinion and expression of the will of the people have expanded.
And this shows the fulfillment of the conditions noted in article 3 of our Constitution: “The sovereignty of Turkmenistan is exercised by the people; the people are the only source of state power. The people of Turkmenistan exercise their power directly or through representative bodies. ”
The Constitutional Law of Turkmenistan “On the Halk maslahaty of Turkmenistan” is the legislative basis for regulating the activities of this representative organization.
And on the basis of Article 10 of the constitutional law, the rights of the Halk maslahaty of Turkmenistan are indicated. Among them are the consideration and approval of proposals on issues, right to adopt the Constitution of Turkmenistan, Constitutional laws, make changes and additions to them; discussion and adoption of programs in the main areas of domestic and foreign policy of the state, as well as political, economic, social and cultural development of the country; hear the annual Address of the President of Turkmenistan; consideration of peace and security issues; to exercise other rights stipulated by the laws of Turkmenistan, and these are national democratic features of government.
The principles of work of the Halk maslahaty of Turkmenistan are democracy, openness, justice, the rule of law, support of generally accepted requirements of international law, equality before the law of man and citizen, respect for human rights and freedoms, free discussion of decisions, their adoption, consideration of the public opinion, as a result of which the participation of wide sections of the population in the adoption of important socio-political decisions is a democratic feature, worthy of special mention, this high representation public authority.
The attention paid by our Head of State at meetings of the Cabinet of Ministers of Turkmenistan to the issue of holding the second meeting of the Halk maslahaty at a high organizational level and the consistent issuance of relevant instructions on this issue demonstrates that the upcoming national forum is of great importance in the country's political life.
The selection of a representative for the nomination of candidates is carried out on an alternative basis through open voting at meetings of the Halk maslahaty of the etrap and town. Here, the national representation is carried out by the relevant territorial association, which is part of the etrap and town.
Representatives who will be part of the Halk maslahaty of Turkmenistan are elected on an alternative basis by secret ballot at meetings of the Halk maslahaty of the velayats and Ashgabat city. And in accordance with the results of voting, representatives of the public are established, which will be part of the Halk maslahaty of Turkmenistan.
The membership of the Halk maslahaty of Turkmenistan, along with representatives noted in the Constitutional Law and having the right to enter without elections, members elected by secret ballot from the masses of the Halk maslahaty of the velayats and Ashgabat city, demonstrates the triumph of political diversity in our country.
As is already known, the first meeting of the Halk maslahaty of Turkmenistan, held on September 25, 2018, gained great importance in the implementation of the great growth taking place in our country. The decisions taken at it related to the development of agriculture, as well as others, in a short time gave their positive results.
