CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN

TURKMENISTAN – HOME OF NEUTRALITY

On December 12, 1995, on the 50th session of the United Nations General Assembly, a Resolution on the "Permanent Neutrality of Turkmenistan" was adopted with the unanimous support of 185 States. On June 3, 2015, on the 69th session of the UN General Assembly, 193 states unanimously supported and with the co-authorship of 47 states recognized the Resolution on "Legal Status of Permanent Neutrality of Turkmenistan". The peace-loving, humane principles corresponding to the traditions and customs of the Turkmen people have gained great support from the international community. That is why, on the international space, in the world and on the region, the legal status of Turkmenistan's permanent Neutrality, which is given special importance in strengthening peace and security, in supporting sustainable development and peaceful life, is always in the focus of attention of the UN. The content of these two Resolutions is included in the second article of the Constitution.
The beginning of the creation of the International Day of Neutrality also belongs to the esteemed President. The National Leader put forward this proposal on December 2015 on the international conference in Ashgabat dedicated to the 20th anniversary of Turkmenistan's permanent Neutrality status. Subsequently, on February 2, 2017, on the 71st session of the United Nations General Assembly was adopted a Resolution declaring 12 December – "International Day of Neutrality". This decision once again became a universal recognition that Neutral Turkmenistan is making great efforts in implementing peace, security and sustainable development.
Moreover, as a result of the wise policy pursued by the esteemed President, on the 73rd session of the UN General Assembly unanimously was adopted the Resolution "2021 - International year of peace and trust" with the aim of uniting international efforts to strengthen peace and implement security. This proposal of the esteemed President, regarding the implementation of the tasks to comprehensively strengthen peace, stability and security in the world and on the region, has been universally supported. Internal stability, the reign of harmony in society, good relations with neighbors and Neutrality – are an integral part of our state policy. That is why our homeland, Turkmenistan, is recognized as the "Home of Neutrality".
