CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
Recently, President Gurbanguly Berdimuhamedov held the final meeting of the Constitutional сommission for the improvement of the Constitution of Turkmenistan. It was a great historic event for the parliament to approve the draft law “On amendments and additions to the Constitution of Turkmenistan” and submit it to the next session of the Halk Maslahaty.
We asked Berdimyrat Garyagdyev, the head of the Organizing Department of the Central Election Commission of Turkmenistan to talk about it. Then he told us the following:
– One of the important issues is continuously improve the active laws in our country, and move forward with a rapid pace through socio-economic and democratic reforms.
At the second session of the Halk Maslahaty of Turkmenistan, which held on September 25 in 2019, the historic initiative of the President to establish a bicameral Parliament was unanimously support by our people.
Since then, the Constitutional commission and its nearby-created working group have been hold several meetings on amendments and additions to the Constitution of Turkmenistan.
It is a great pride for the people that the draft of Constitution of Turkmenistan “On amendments and additions to the Constitution of Turkmenistan” based on the wise initiatives of our esteemed Arkadag for the near future has been bring to the attention of the people by mass media.
This project was develop based on the tasks set and taking into account the received proposals.
Amendments and additions to the Constitution of Turkmenistan will be another important step towards strengthening the institutions of a civil society based on democracy.
This means that none of the proposals and initiatives of our people are ignored, the humane motto of our national leader “The State is for the people” is clearly testify that it successfully implement in our life.
On the 19 August, President Gurbanguly Berdimuhamedov hold a final meeting of the Constitutional commission on the improvement of the Constitution of Turkmenistan in the form of a video conference. In his historic speech at the meeting, the National Leader marked: “The main goal of our reforms is to improve the work of the people who have the highest values of our society and state, the representative bodies of the government that will serve its interests, that is, the Halk Maslahaty and the Mejlis of Turkmenistan. It is also important to create a bicameral structure of the legislature and bring the work of democratic institutions to a higher level.”
The people supported the proposal to call our National Parliament the National Council of Turkmenistan, to create a bicameral structure of the Parliament, to call its chambers the Halk Maslahaty and the Mejlis. Our citizens have made their suggestions by speaking at the conferences and in the mass media. It would be appropriate to emphasize that the President has created all the opportunities and favorable conditions for the discussion the draft of constitution, the study and generalization the views of the citizens of our country.
The number of representatives from the velayats and the city of Ashgabat, the procedure for their election and appointment, the requirements for the candidates for the membership of Natioanal Parliament the Halk Maslahaty and their terms of authority are fully supported by the Constitution draft of the law. The aim of expanding the powers and strength and role of the velayat and Ashgabat city councils and organs of local authority in community, approving the accounted order and forming the staff of Halk Maslahaty means that all suggestions of citizens took into account.
Also at the meeting, President Gurbanguly Berdimuhamedov signed the Resolution of the Constitutional commission on approval and submission of the Constitutional law draft of Turkmenistan “On amendments and additions to the Constitution of Turkmenistan”.
Thus, to approve the Constitutional law draft “On amendments and additions to the Constitution of Turkmenistan” to suggest it at the next session of the Halk Maslahaty which will be held this year in September, if it is approved, it will suggested to view of the Mejlis of Turkmenistan linked with determined exact tasks.
The adopting of the Constitutional Law will become an important socio-political event in the new history of our country.
The Central Commission for holding Elections and Referendums in Turkmenistan is working on a proposal to introduce amendments and additions to the Electoral code of Turkmenistan in connection with the transfer of the Parliament to the bicameral system.
