Gurbanguly Berdimuhamedov:For the quarter centuries, neutrality has been one of the mainstays of Turkmenistan's domestic and foreign policy.
December 12 marks the 25th anniversary of Turkmenistan's acquisition of the legal status of permanent Neutrality. As a result of tremendous efforts, our country has accumulated a quarter of a century of rich experience of permanent Neutrality. In this regard, the proclamation of 2020 “Turkmenistan - Homeland of Neutrality” contributes to the even more solemn celebration of this historic date recognized by the world community, to raise the patriotic spirit of our people.
The influential role of our country in the international arena is increasing every day. The reason for this is the great importance that the distinguished President attaches to the constant development of mutually beneficial cooperation not only with the countries of the region and the world, but also with authoritative international organizations. Our esteemed President noted this in his book “Neutral Turkmenistan”: “Turkmen Neutrality is the path of peace, the path of friendship and brotherhood with all the peoples of our vast planet!”
Turkmenistan became a full member of the UN on March 2, 1992, actively cooperates with the organization and participates in its meetings. In this regard, it should be noted that our country with dignity fulfilled the duties of vice-chairman at several sessions of the UN General Assembly, on the basis of the creative initiatives of our national Leader, a number of Resolutions of global importance were adopted. This is a vivid confirmation of the recognition of the peaceful foreign policy of Turkmenistan throughout the world.
Our country is leading an exemplary path to global prosperity and sustainable development. Its legal status of permanent Neutrality, unanimously recognized by the world community, acts as an important basis for ensuring stability in the region, establishing a high-level dialogue between countries based on taking into account geopolitical and geo-economic interests.
In April 2020, our country was elected for membership in the Commission on Social Development (CSocD) under the UN Charter ECOSOC for the period 2021 - 2025, membership in the United Nations Commission on Science and Technology Development for the period 2021 - 2024, and it is worth to mention that all these events serve as a clear proof of our esteemed President’s ever-triumphant foreign policy strategy based on peace-loving and well-natured cooperation. In recent years, our country's fruitful relations with the specialized agencies of the United Nations have reached a qualitatively new level. Being elected to the memberships in the UN Economic and Social Council for 2019-2021, the Executive Council of the World Food Program for 2020-2022, the Commission on Population and Development for 2020-2024, and the Commission on Narcotic Drugs for 2020-2023 fully confirm our country's ever-triumphant foreign policy.
At the 69th Session of UN General Assembly, on 3 June 2015, all states and 47 co-authored states unanimously adopted for the second time a resolution of «Permanent Neutrality of Turkmenistan». This is a testament to the fact that this legal situation in Turkmenistan contributes to the strengthening of peace and security in the region.
At the 73rd session of the UN General Assembly in September 2019, on the initiative of our Head of State, the adoption of the resolution «2021 – the Year of International Peace and Trust» reaffirms that the foreign policy of our permanent Neutral state for peace-loving and good cooperation is being honored all over the world. 73 countries around the world have co-authored the adoption of this international document. Also, on the occasion of the 25th anniversary of the permanent Neutrality of Turkmenistan on January 14 this year, an international conference “Turkmenistan and international organizations: cooperation for peace and development” was held in Ashgabat under the chairmanship of President Gurbanguly Berdimuhamedov. Speaking at the meeting, Arkadag President in his historic speech said: “The neutrality of Turkmenistan is the reality of today and our future, which opens up new opportunities for the development of broad international partnerships in all areas.”
The permanent Neutrality of Turkmenistan is the unyielding support of our state, and today, as a result of undertakings immersed in the deep wisdom of our Arkadag President, the doctrine of Neutrality, praising peace, friendship, humanity, cooperation and development of our people, is gaining more and more recognition. May as a result of this recognition, thanks to our dear Arkadag, the proud, enthusiastic, happy life of our people and our state lasts from year to year.
