In the winter of one thousand nine hundred and ninety-five, more precisely on December 12th, a meeting in front of the old Press House building of our capital city was related to the granting of the status of Neutrality to Turkmenistan. The letter read at that meeting was a letter from New York City – the United Nations. At that time, we as young journalists did not fully understand the importance of imparting the status of Neutrality to our Fatherland.
Twenty-five years have passed since Neutrality and we have realized that our state has become the most reliable partner of the UN. The adoption of the Resolutions on «permanent Neutrality of Turkmenistan» by the United Nations General Assembly on December 12, 1995, and June 3, 2015, is a great achievement for Turkmen diplomacy, the peaceful foreign policy of the Turkmen state is a testament to the high appreciation and respect given to it by the international community. As a permanently Neutral country, Turkmenistan has proved its great potential to all humankind over the years with its will to maintain peace, security, and the development of friendly cooperation between states and peoples.
The Constitutional Law of Turkmenistan «on permanent Neutrality of Turkmenistan» was adopted on December 27, 1995, and the provisions of Articles 2 and 9 of the Constitution of Turkmenistan which was adopted as an amendment in September 2016 formed the national legal basis for the permanent Neutrality of our state.
Located at the crossroads of the ancient silk road, the permanent Neutrality of Turkmenistan is geographically very convenient and very useful not only for Central Asian states but also for different countries of the world. That is why Turkmenistan attaches great importance to the United Nations as a Neutral State.
In the last 25 years, the prestige of our country in the world has increased tremendously. Judging by the historical aspect, 25 years is not a long time. But our Independent, permanently Neutral Fatherland has gained a great reputation in the region as a country of friendship, brotherhood, and humanity. As a result of Turkmenistan's consistent policy of Neutrality, the friendly relations of the peoples of the region have reached new heights of development.
In today's world, the importance of friendship, peace, mutual trust, and humanity is growing steadily. The fact that our permanent Neutrality derives its origins from the traditions of our people is in the full sense – is Neutrality, and it is proven by night after night, day after day that it is been significantly celebrated in the world...
