CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
The main purpose of the constitutional law and political reforms carried out in our country under the wise leadership of our esteemed President is to improve the functioning of the legislature of the state government and to create a new system exercising legislative power in the new historical context.
Recently, more precisely, on the 14th of April, along the Chandybil avenue, there was a grand opening of one of the most beautiful places in the capital, the magnificent building of the Apparatus of the Halk Maslahaty at foothills of Kopetdag. Also, first meeting of the two-chambers of the first convocation of the Milli Gengesh of Turkmenistan was held at the Conference Palace.
First of all, our esteemed President held the first session of the first convocation of the Halk Maslahaty of Milli Gengesh of Turkmenistan in the small meeting hall of the Apparatus of the Halk Maslahaty.
Chairman of the Central Election Commission G. Myradov gave a report on the results of the first election of the members of the Halk Maslahaty of Milli Gengesh of Turkmenistan and emphasized the work to modernize the political system of our Independent state is underway under the prudent leadership of our National Leader, and noted that special emphasis is placed on the democratization of public life. The first election of the members of the Halk Maslahaty of Milli Gengesh of Turkmenistan which was held on 28th of March of this year was clear evidence to that in accordance with the Constitution and the Electoral Code of Turkmenistan.
Thus, as a result of these elections, which are held on the basis of indirect suffrage, total of 48 members from all over the country was elected to the Halk Maslahaty of Milli Gengesh of Turkmenistan. In accordance with article 78 of the Constitution of Turkmenistan, eight members have been appointed by the Decree of the President of Turkmenistan.
Then the organizational issues were considered which are included in the agenda of the meeting. In accordance with article 80 of the Constitution of Turkmenistan and article 10 of the Law of Turkmenistan «Reference to Milli Gengesh of Turkmenistan», the work of electing the Chairman of the Halk Maslahaty from among the members of the Halk Maslahaty, the election of his deputy, the establishment of committees of the Halk Maslahaty and electing their chiefs was carried out.
As a result of the unanimous support of the members of the Halk Maslahaty of Milli Gengesh by secret ballot Gurbanguly Berdimuhamedov was elected as Chairman of the Halk Maslahaty of Milli Gengesh of Turkmenistan.
K. Babayev has been elected as deputy Chairman of the Halk Maslahaty of Milli Gengesh of Turkmenistan.
The President continuing the meeting, noted the importance of thoughtful creation of its composition to effectively carry out and manage the work of any institution. In this regard, it was proposed to form five committees as part of Milli Gengesh of the Halk Maslahaty. They consist of the following:
By direct voting of the members of the Halk Maslahaty of Milli Gengesh the chiefs and deputies of the committees of the Halk Maslahaty of Milli Gengesh of Turkmenistan were elected.
Then our esteemed President held a meeting of two chambers of Milli Gengesh of Turkmenistan in the building of the Halk Maslahaty.
Our Head of state addressing to the participants of the meeting, noted that with the establishment of the bicameral system of the Milli Gengesh of Turkmenistan it is beginning of new phase in the life of our independent, permanent Neutral Motherland.
In the meeting the President made a historic and profound speech and said: «Today is a historic day. Today we have created a new body in our country - the Halk Maslahaty of Milli Gengesh of Turkmenistan. The bicameral legislature is committed to further developing our Independent, Neutral state, it will serve to improve the living standards of our dear people».
Our esteemed President noted that in order to modernize the work of the legislative agency of our country, the national parliament must have representatives from all walks of life of our society and importance of the creating of favorable conditions. As a result, the range of opportunities for the people to participate in governing the state on the basis of free will and its scope of such potential should expand.
This is, as stated in our Constitution «The sovereignty of Turkmenistan is exercised by the people, the people are the only source of state power. The people of Turkmenistan carries out their power directly or through representative bodies» indicates that the so-called conditions are being met.
Taking the opportunity, we sincerely congratulate our esteemed President on his unanimous election as Chairman of the Halk Maslahaty of Milli Gengesh of Turkmenistan.
