CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
Every year on May 18, the day of the Constitution of Turkmenistan and the State Flag of Turkmenistan is celebrated in our country in unity, solidarity, and high spirits under the wise leadership of our esteemed President in the prosperous period of our sovereign state. These two holies are inextricably linked. Because Basic Law is the structure of our state, if human and citizen rights, freedoms, and obligations, as well as state power, strengthens our management system then the national flag is one of the main state symbols of our Turkmenistan's Independence and permanent Neutrality. The Constitution of Turkmenistan is the Basic Law of our state, adopted on May 18, 1992, following the establishment of our independent state.
With the adoption of the Constitution of Turkmenistan and the establishment of the National Flag of Turkmenistan, the foundation of the democratic, legal and secular state structure of our independent Motherland was laid secure and firm. Since then, to bring the country's Constitution to modern level amendments and additions have been made several times. Constitutional reforms that pave the way for the comprehensive improvement of the legal framework and democratic foundations of the Turkmen society are aimed at ensuring the normal life and protection of every citizen and encouraging the pursuit of perfection of the individual.
On September 26, 2008, and September 14, 2016, new drafts of the Constitution of Turkmenistan were adopted to bring the development of the state and society to a qualitatively new level based on the democratic initiatives of our esteemed President. Also at the third session of the Halk Maslahaty of Turkmenistan on September 25, 2020, the draft project on the Constitution of Turkmenistan «On Amendments and Additions to the Constitution of Turkmenistan» was fully approved by the resolution of the Halk Maslahaty of Turkmenistan and adopted by the Mejlis of Turkmenistan.
With the adoption of the Constitutional Law of Turkmenistan, it was transitioned to a two-chamber parliamentary system.
As our esteemed President notes: «Our Basic Law and high-flying National Flag symbolizes the heights of our glorious time, glorious past and great future, it is our national value that represents the integrity of our dignity». For this reason, the creation of high pillar flagpoles in the «Avaza» national tourist zone is a testament to our patriotism and it is a symbol that celebrates our solidarity, success, and prosperity in the buildings of the Constitution building, the Flag square, the velayat centers in Ashgabat city.
The history of the origin of our flag goes back to the depths of centuries. The Green Flag of our nation has built many great and small states in the past and has added material and spiritual values to world development which has a great history. Our national flag is highly respected by our people as our national value and pride. The olive branches on the face of our Flag symbolizes the national pride of our people which celebrate the permanent Neutrality of our people.
The symbols of unity, harmony, and peace have a deep meaning in our national flag. The national flag of Turkmenistan shines as a herald of peace among the flags of 193 states in front of the United Nations headquarters. It is a legitimate fact that independent, permanently Neutral Turkmenistan turned into unshakable holies combined with the essence of the constitutional doctrine of our Hero Arkadag in line with the meaning of the national flag of our country.
Our dear people are celebrating the double holiday on special glorious days – in preparation for the celebrations dedicated to the 30th anniversary of our sacred Independence and the 140th anniversary of the foundation of the capital Ashgabat city under the slogan «Turkmenistan – Homeland of Peace and Trust» year. May our green Flag illuminate our future and shine high in our dear Homeland! Basic Law – Constitution is the unshakeable pillar of our sacred Independence, permanent Neutrality, and eternal happiness, so may it lead our Homeland through reforms and developments!
