CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
Based on the humanitarian initiatives of our esteemed President in our ever-growing peaceful country, various measures are being taken for the benefit of the people in a democratic way aimed at protecting the rights and freedoms of citizens. Among those events was the newly created velayats and Ashgabat city election commissions this year in June. Nowadays, due to the expiration of the five-year term of members of the etrap, city election commissions established in 2016, the work of re-establishing these election commissions continues in an organized manner. Asking to talk about the progress of these activities, we contacted Berdimyrat Garyagdyev, the head of Organizational management of apparatus of the Commission for holding Elections and referendums in Turkmenistan. He told us:
– The elections in our country which held in accordance with the Constitution of Turkmenistan, the Electoral code of Turkmenistan, in accordance with international norms, transparency and on the basis of democratic principles is in organized manner, in the legal provision of guarantees of citizens' suffrage the election commissions operating in our country have an important role.
As we know, due to end the five-year terms of the etrap, city election commissions which was formed in July 2016, in accordance with article 32 of the Electoral code of Turkmenistan, the etrap, city election commissions created by the belong to the velayat, Ashgabat city election commissions structured of 11-15 members. Reconstruction of these election commissions is carried out in accordance with the Electoral Code of Turkmenistan, in an organized manner on the basis of an approved plan.
There are currently a total of 60 etrap and city election commissions operate in the country. More specifically:
8 in Ahal velayat, 13 in Balkan velayat, 11 in Dashoguz velayat, 11 in Lebap velayat, 13 in Mary velayat and in Ashgabat city there are also 4 etrap and city election commissions.
Here the measures related to the elections in our country are based on the political diversity recognized in the Constitution of Turkmenistan, ie I would like to emphasize that it is based on the principles of multipartyism and popular rule.
In accordance with article 18 of the Electoral Code of Turkmenistan, representatives of the district and city election commissions are members of the Democratic party of Turkmenistan, the party of Industrialists and entrepreneurs, the Agrarian party, as well as public associations - Trade unions, Women's unions, the Youth organization named after Magtynguly at meetings of velayat, etrap, city organizations as well as presented at the meetings of civic groups composed of the public.
Also, as usual, on the composition of the etrap, city election commissions offered representatives of different nationalities, of different ages and levels of education, working in different sectors of our national economy.
An unlimited number of nominees for the etrap and city election commissions can be discussed at the meetings. At each meeting only one representative can be nominated to the etrap and city election commission.
The protocols of the meetings of nominating the members of the Election commission send to the relevant velayat, Ashgabat city election commission in the prescribed manner.
In accordance of the results of the presentation meetings and velayat, Ashgabat city election commissions’ decisions, these election commissions held their first meetings, electing the chairman of the group, the deputy chairman and the secretary, they will make up their own composition and members of their new composition will be given identity card.
The holding of these events in the year of "Turkmenistan is the Motherland of peace and trust" and on the glorious 30th anniversary of our sacred Independence, which is the crown of our heads deserves to be noted with great pride.
