CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN

DEMOCRATIC PRINCIPLES CELEBRATES

Elections are a major source of civil rights and the democratization of society. In the prosperous period of our sovereign state modern democratic reforms are being consistently implemented under the wise leadership of our esteemed President. Our Hero Arkadag always emphasizes the importance of the successful improvement of all spheres of the state and society, the development of new legislative acts. The modernization of our national legislation is based on the experience gained at the international level and on our ancestral national traditions, our spiritual and moral values. 

Under the leadership of our Scientist Arkadag, a wide range of activities, national programs are being carried out to develop our beloved country and ensure its political, economic and cultural progress. Our Independent, permanently Neutral Turkmenistan is known as a country of humanity, democracy, triumph and justice in the region and in the world. 

In the current context of economic development, large-scale reforms in all spheres of public life have ensured that the functioning of the electoral system of our country has developed to a modern level.  

Elections are not just the event of the day. There are a lot of pre-election preparatory work is underway. Elected representatives, on the other hand, influence the fate of the people within their terms of office after the election. This shows that elections are important in the political development of the state. 

As our Hero Arkadag points out, the foundations of democracy that our forefathers laid the basics of thousands of years ago are the election of leaders, the free expression of everyone's will. All of these issues are reflected in our traditions and customs. Elections are held in our country in an organized and orderly manner. 

Based on the instructions of our esteemed President, organizing elections in our country in accordance with the Constitution of Turkmenistan, the Electoral code of Turkmenistan and the generally accepted international norms is clearly the most important task facing election commissions. As a result of the national policy pursued by our national Leader for the benefit of the country, the organization of the electoral system in Turkmenistan in accordance with the requirements of the times, and in accordance with the Constitution of Turkmenistan, great efforts are being made to improve the legal framework for the exercise of one of the fundamental rights of citizens. Electoral legislation is constantly being improved and brought in line with universally recognized international legal norms. 

Following the traditions of our ancestors, such as mutual respect, in the elections held in our Independent, permanently Neutral Turkmenistan, the creation of equal conditions for the electorate and the conduct of elections in accordance with the generally accepted international norms, the Constitution of Turkmenistan, the Electoral code clearly testify to the fact that the electoral system of our country is based on deep democratic principles. 

The principles of democratic values ​​and principles in our state derive their origin from our Constitution. “Turkmenistan’s sovereignty is exercised by the people, and the people are the sole source of state power. The people of Turkmenistan exercise their power either directly or through representative bodies” the constitutional norm has been strengthened in our Basic Law. This norm determines the basis for holding elections to state bodies and local self-government bodies in our country. 

Such regulatory legal acts include the Electoral code of Turkmenistan. The Electoral code regulates the relations of the President of Turkmenistan, members of the Milli Gengeshes of Halk Maslahaty of Turkmenistan and deputies of the Mejlis,  members of the velayat, city with the right of velayat, etrap, the city with the right of etrap halk maslahaty and the members of the Gengesh in preparation for the elections and referendums and it sets out guarantees for citizens of Turkmenistan to freely express their will in elections and referendums. The electoral code is up-to-date and constantly improving. 

Thus, a strong legal framework for the functioning of our country's electoral system based on democratic principles has been established, which is in line with the generally recognized norms of international law and our national principles. 

Of course, it should also be noted that the elections in Turkmenistan are internationally recognized. This is due to the fact that democratic principles are being expanded in our country, the rights and freedoms of our citizens are being protected, and it is a clear proof that the humanitarian policy “The state is for the people!” of our esteemed President is being implemented.
