At the elections of the President of Turkmenistan, members of the Halk Maslahaty and deputies of the Mejlis of Milli Gengesh of Turkmenistan, members of the velayat, etrap, city halk maslahaty and the members of the Gengeshes, the ballot papers are printed for voting. The procedure for voting with ballot papers is regulated in accordance with article 70 of the Electoral code of Turkmenistan.
The ballot papers are printed in the state language, however, at the request of the relevant etrap or city election commission, in order to ensure the electoral right of citizens and provide additional guarantees for their participation in voting, they can be printed in another language used by the majority of voters in the polling station.
The ballot paper for the election of the President of Turkmenistan, deputies of the Mejlis of Milli Gengesh of Turkmenistan, members of the velayat, etrap, city halk maslahaty and Gengeshes includes all candidates registered in this constituency, for the election of members of the Halk Maslahaty in the velayat, indicating the last name (in alphabetical order), name, patronymic, place of work, position (occupation), place of residence of each candidate.
SAMPLE
Prior to voting day, the precinct election commission prepares a ballot papers for voting. The ballot papers on the reverse side are signed by the chairman and secretary of the precinct election commission and sealed with the seal of the polling station. Blue ink is used for signing and sealing.
Turnover of the ballot paper
The chairman of the precinct election commission must determine in advance which of the members of the commission will issue ballot papers to voters on election day.
Appropriate signs (numbers or street names) are placed at the place where ballot papers are issued for voters.
When voting at a polling station, the precinct election commission issues a ballot paper to the voter on the basis of the list of voters upon presentation of a passport or other document proving his identity.

The voter fills out a ballot paper in the booth.
When filling out the ballot paper, it is forbidden to be in the booth to anyone other than the voter. A voter who failed to fill out a ballot on his own has the right to invite any person of his choice, except for members of the election commission, observers, proxies of candidates, members of initiative groups.
The ballot paper is one of the main documents of the elections. And therefore it is very important to fill it correctly. On elections, the voter makes a mark on the ballot opposite the name of the candidate for whom he votes.
At the request of the voter, a new ballot paper may be issued to replace the spoiled one. The voter drops the completed ballot paper into the ballot box in a folded form.
If the ballot paper looks different from the sample approved by the Central election commission;
If more than one candidate is marked on the ballot paper;
If not a single mark is made on the ballot paper;
If a mark is made on the ballot paper opposite a candidate who dropped out before the election day;
If an additional surname is entered on the ballot paper;
If the chairman and secretary of the election commission did not put their signatures on the ballot papers, and the seal of the polling station was not affixed;
If the ballot is torn and it is impossible to determine for whom the vote was cast, then this ballot paper is considered invalid.
After the official announcement of the election results, ballot papers are transferred to the relevant etrap, city election commission and stored there for two months.
The ballot papers after the expiration of two months from the date of approval of the powers of the President of Turkmenistan, members of the Halk Maslahaty and deputies of Mejlis of Milli Gengesh of Turkmenistan, members of the velayat, etrap, city halk maslahaty and Gengeshes are destroyed (burned) by locally formed working groups.
Persons who forged the ballot papers or issued them to citizens in order to provide them with the opportunity to vote for other persons, as well as those who illegally took a ballot papers from the polling station, are liable in accordance with the legislation of Turkmenistan.
