CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
Under the wise leadership of our esteemed President, our people, who live freely the days reach to the holidays in the ancient turkmen land. Every day of the year of "The era of the people with Arkadag" of the Powerful period of new era of the Sovereign state is filled with great deeds, historical events and holidays for the benefit of the people. Every year on May 18 in our dear Motherland, the Constitution day of Turkmenistan and the National flag day of Turkmenistan are also widely celebrated with unity, enthusiasm, joy and great solemnity. Because, our beautiful country has created its own new history under the green Flag, established as a model of prosperity and development. And with the adoption of our Constitution have established a reliable legislative framework based on the generally recognized democratic norms of our sovereign state.
The Constitution of Turkmenistan and the State flag of Turkmenistan are a dual sanctity for us. Our Constitution and the National Flag embody our centuries-old national principles, forms harmony with universal spiritual values. That is, the placement of the carpet patterns and the images of five stars and a crescent moon symbolizing unity and solidarity in our national flag is clear evidence.
It is 30 years since the adoption of the Constitution of Turkmenistan, in the past, a number of historic efforts have been made to modernize our Constitution.
Our Constitution, which forms the legal basis for peace, humanity, well-being and a happy life, defines the constitutional rights of every citizen of our country and these guarantees further increase the great confidence of every happy turkmen citizen in the great future and ensure his or her democratic life.
In accordance with the Constitution of Turkmenistan, citizens have the right to education, access to health care and sanatorium services, to work, to choose their profession, type of work and place of work, to healthy and safe working conditions, to social security. The highest value of society and the state in our country is people.
The holy Flag of our Motherland, which equals the crown of our heads is a matter of pride that today in our peaceful sky flew as a symbol of happiness, as a guarantee of the peace-loving and stability of our country.
The Constitution of Turkmenistan and the State flag of Turkmenistan symbolize our unwavering unity, our integrity, our unwavering commitment to the great humanitarian values, the principles of peace and creativity. Our Constitution, which embodies our national understanding of a democratic, legal and secular state, peace, humanity and justice, our State flag, which flutters proudly on Earth as a symbol of our friendship and goodwill, is our national pride.
Our forefathers created a wonderful proverb, "Man is known by his manners, the country by his Flag." If we look at our past, the flags of the Oguz begs’ testified the honesty, justice and humanity, while the flags of the Seljuk sultans also testify that the turkmens are one of the oldest nations in the world.
On the 1st articl of the Law of Turkmenistan "About the State flag of Turkmenistan": "The State flag of Turkmenistan is a symbol of the unity and independence of the people of Turkmenistan and the state neutrality" is noted and shows that our green Flag is a symbol of the pride of our country.
In all parts of our peaceful state, the double feast is celebrated with joy and celebration. Because, if we equate our dear Motherland to a bird of happiness, then our Constitution and the State flag are its double wings.
