CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
At the Powerful period of new era of the Sovereign state it has been an epoch in which the achievements of our Motherland were written in golden letters on the glorious pages of history. In this new historical epoch, Turkmenistan is consistently pursuing a foreign policy course based on the principles of positive neutrality, peace-loving, good-neighborliness and mutually beneficial cooperation.
Our country has a great reputation in the world as a country where international forums and meetings are held. On the initiative of the Chairman of the Halk Maslahaty of Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov in the capital on 12th of May were held Inter-Parliamentary Forum of Central Asian states and the Russian Federation, also the dialogue between the Central Asian states and the women of Russia on 13th of May also clearly proved this fact.
As our esteemed President says: "Turkmen people greatly appreciated friendship, brotherhood, peace and unity of peoples. Mutually beneficial cooperation, which has its origins in the commonality of spiritual and cultural values, is a solid foundation for relations between the Russian Federation and Central Asian countries. Our peoples are bound by the historical roots, the ancient, benevolent neighborliness, friendship, brotherhood that go back to the depths of the centuries." defines the purpose and principles of international political relations of our country.
Under the leadership of the Chairman of the Halk Maslahaty of Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov this important political forum held for the first time in the region within the framework of Central Asia and the Russian Federation, will play a key role in bringing the country's friendship and fraternal relations to a qualitatively new level in the future.
As we know, inter-parliamentary cooperation, which is an important part of interstate relations between Turkmenistan and the Russian Federation, has become more active in recent years. Transition of our country to the bicameral parliamentary system and with the election of our Hero Arkadag Gurbanguly Berdimuhamedov as the Chairman of the Halk Maslahaty of Milli Gengesh of Turkmenistan, Turkmen-Russian parliamentary relations are at a high level of development.
The profound speech of the Chairman of the Halk Maslahaty of Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov at the inter-parliamentary forum made a great impression on the participants. The contribution of our hero Arkadag to strengthening stability in the region and developing interstate relations has been recognized by the peoples of the world. With the successful continuation of this important work as the Chairman of the Halk Maslahaty of Milli Gengesh of Turkmenistan, our esteemed Arkadag greatly contributes to the new, higher level of multilateral cooperation.
At present, Turkmenistan is successfully pursuing a foreign policy based on openness and mutually beneficial relations with the world. Turkmenistan enjoys good and positive cooperation with reputable international organizations, including Central Asian countries. At the end of the meeting, the signing ceremony of the bilateral documents took place. The Agreement on cooperation was signed between the Halk Maslahaty of Milli Gengesh of Turkmenistan and the Federation Council of the Federal Assembly of the Russian Federation as well as, with the Halk Maslahaty of Milli Gengesh of Turkmenistan and the Majlisi Milli Majlisi Oli of the Republic of Tajikistan Then, as part of the program of the parliamentary forum, the award ceremony took place in the conference hall of the Conference Palace in our capital. There were solemnly presented Golden Order and the certificate of "Honorary aksakal" of the Council of Elders of the Republic of Azerbaijan, the co-founded by the "Azerbaijan world" international magazine the "Dede Korkut " national foundation’s national Prize “For Peace in the World” and "Ulu Türk" golden order and related certificates to the Chairman of the Halk Maslahaty of Milli Gengesh of Turkmenistan Gurbanguly Berdimuhamedov.
Also, in accordance with the decree of the President of Turkmenistan on awarding the Chairman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matviyenko with the order of Turkmenistan "For contribution to the development of Cooperation", our Hero Arkadag solemnly presented the order and the relevant certificate.
As you know, as part of the forum, a dialogue was held on the 13th of May by women from Central Asian states and Russia "On the role of women in socio-political and socio-economic development". The dialogue between women of Central Asian countries and Russia has been going on for two years now. This indicates that the dialogue of women of Central Asian countries is gaining international prominence.
Concern for women, strengthening their place in society, in accordance with the Constitution of Turkmenistan and the generally recognized norms of international law, ensuring gender equality is one of the priorities of the political principle of Independent, Neutral Turkmenistan.
The main objectives of the dialogue were to promote the sustainable development, security, legislation, environment, human rights, equality, medical diplomacy, science and education, science and technology, education, culture, business, entrepreneurship among women of the participating States. and efforts to support young people are particularly noteworthy.
"The dialogue is the guarantee of peace" as our Hero Arkadag named the philosophy is the calls on peoples and countries to move forward together in the brightest destinations of the future, the first Inter-Parliamentary forum in the capital is another recognition of Turkmenistan's positive experience in foreign policy.
As we know, today the international lawmaking and parliamentary diplomacy are very important.
As Valentina Matvienko points out: "This forum has opened a new page in parliamentary relations. This format has been implemented, and will be called the "Ashgabat view", it has passed with a very deep meaning."
Thus, created on the initiative of our Hero Arkadag Gurbanguly Berdimuhamedov, this area of cooperation, dubbed the "Ashgabat view", is an important tool for discussing important issues of parliamentary cooperation, developing it and developing proposals to enrich it with new meaning.
The high-level forum and dialogue which held in Ashgabat in the future Turkmenistan will strengthen and will have a positive impact of the relations between the regional states and the Russian Federation in the political, economic, cultural and humanitarian spheres, which are characterized by mutual respect, friendship, brotherhood and peace, and the development of parliamentary diplomacy.
