CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
Under the wise leadership of our esteemed President at the new Powerful period of new era of the Sovereign state the great works carried out in our country guarantees the happy future of our people and the sustainable development of our country. It should be noted that in the development of our country, the transition to a digital economy has special potential. The digital system ensures the pace of modern development. This shows that the works being carried out as a result of the broad opportunities created by our esteemed President is of utmost importance. "We will continue to focus on the implementation of digital system capabilities in all sectors of our national economy" the President noted that the development of the digital system was one of the priorities of the state policy.
Digital technologies are being introduced in all sectors of the national economy in our country. This is evidenced by the ongoing efforts to implement digital systems through the widespread use of information technology in key areas in accordance with the " Concept of digital economy development in Turkmenistan for 2019 – 2025 " and the " State program for the development of digital economy in Turkmenistan for 2021 – 2025 ".
The development of the digital system and the integration of its conditions into our daily lives make our work on technological equipment easier. Innovation and digitization also serve as important indicators of complementarity in ensuring global sustainable development. In the implementation of the task of digitization, special attention is paid to the digitization of the economy and society, the creation, adoption and implementation of software, the introduction of electronic documents in public life. This is due to the fact that as a result of the intellectual development of human capital, digital technologies offer a fast, convenient and modern way to achieve high results through the introduction of digital technologies from the economy to the service sector. In this regard, the President intends to introduce innovative and digital technologies in various sectors of the national economy, set specific goals, such as the transition to electronic document management, electronic identity system, competitive digital economy, the creation of the electronic industry.
Within the framework of the regulation of the operation of the digital system, from March 14, 2020, the electronic document, electronic document management and digital services will determine the legal status of the digital services, defines the basic requirements for them, and the Law of Turkmenistan "On Electronic documentation, electronic document circulation and digital services" directional to regulating the relations arising in this field. In this regard, in Turkmenistan, the work of the central commission for holding Elections and referendums in Turkmenistan is taking advantage of the digital system. In particular, our building has a built-in electronic information exchange system, a system that allows to conduct online video conferencing with other agencies, velayats and abroad.
The fact that the Central election commission's official website "saylav.gov.tm" is running is a clear indication of this. Our own internal networks have also been set up to exchange electronic information among the staff of the Central election commission office. The main method of the digital system is to use the most of the opportunities of the internet.
As we all know, in the presidential elections of Turkmenistan held on March 12 this year, on election day cameras were installed in a total of 180 polling stations, in Ashgabat and in our velayats, ie in 30 polling stations in each province and in Ashgabat and on election day voters’ cast their ballots were shown by internet, ie it was made available online to the Central election commission's website.
This practice was first introduced in the March 25, 2018 elections of deputies of the Mejlis of Parliament, the members of velayat, etrap, city halk maslahaty and members of Gengesh. This shows that elections are being held in our country on the basis of transparency and democratic principles.
The national and international practices of digital system improvement are constantly being studied, effective work is being carried out by the specialists of Digital technology and information security management the office of Central election commission for holding Elections and referendums in Turkmenistan in the field of information security in the implementation of digital systems in the work of our office.
It is important to note that the concept of "digital economy" is of global importance. Because, the digital economy is a system of economic relations based on the use of digital information and communication technologies, which creates a great environment for saving time and money. We - as the young specialists of the Central election commission, will work hard to study the world experience in the use of new technologies in the digital system and to implement it in accordance with the requirements of the national digital system.
Today, the digital system is actively integrating into our lives. This clearly shows that under the wise leadership of our esteemed President the economic development of our country is at a high level and our development is continuing.
In general, approaching to any work with wisdom, scientific, modern attitudes acts as a guarantee of its effectiveness. We would like to express our deep gratitude to our esteemed President who attaches great importance in this regard to the implementation of the achievements of digital technologies in our country.
