The legal status of permanent neutrality, which carries the reputation of the Turkmen people at the international level, is a continuation of the humanitarian principles of our ancestors based on peace and democratic norms. Neutrality is a continuation of ancient national traditions and humanitarian principles of our wise ancestors, such as living in a strong state and opened a glorious page in history.
In a short period of time Turkmenistan has recognized itself in the international space as a country that implements a unique foreign policy. Under the wise leadership of our esteemed President our eternal Neutral state conducts an active foreign policy aimed at the interests of the peoples of the region and the world, adheres to the generally recognized norms of international law, the principles of equality, mutual respect, good neighborliness and mutually advantageous cooperation and occupies a worthy place in international relations.
Our honorable President Serdar Berdimuhamedov noticed that: "Turkmenistan will continue the policy of Neutrality based on good neighborliness, mutual respect and equality, establishing mutually advantageous cooperation with all countries of the world. The main principles arising from the legal status of Neutrality of our state, to be precise, strengthening peace and security on Earth, expanding good, friendly and brotherly relations and ensuring stable development will be the priorities of the foreign policy of Independent Turkmenistan in the future."
On the Revival of the new epoch of the Powerful state the main principle of internal policy of our dear Motherland is "The state is for the people!", and our foreign policy principle is "The open doors", based on our policy of Neutrality.
Our country is the only country in the world that has been recognized twice with permanent Neutral status. December 12, 1995 of the last century is the day when our dear Motherland acquired the status of permanent Neutrality. At the 69th session of the UN General Assembly, the legal status of Turkmenistan's Neutrality was recognized with the support of 185 countries. On June 3, 2015, the Resolution on "permanent Neutrality of Turkmenistan" was re-adopted by 193 member states of the UN General Assembly. On February 2, 2017, at the 71st session of the UN General Assembly a Resolution was adopted to declare December 12 as "International day of Neutrality".
The permanent Neutrality of Turkmenistan encourages the further economic development of the country, the expansion of international cooperation in the world and the advancement of good neighborly relations. The adoption of the resolution is a celebration of the peaceful and friendly policy of Turkmenistan based on its Neutrality. Turkmenistan follows the principles of Neutrality in its foreign policy. Today, the country's foreign policy and international relations are highly valued in terms of developing global and regional relations, as well as expanding mutually advantageous political, economic and humanitarian cooperation.
The legal status of permanent Neutrality of Turkmenistan is very useful not only for Central Asia countries, but also for countries of different continents. Our permanent Neutrality promotes the humanitarian policy and peace-loving initiatives of our strong state around the world. The humanitarian direction of Neutral Turkmenistan's foreign policy strategy, effective proposals put forward for the sake of global peace are widely supported by the world community.
Today our permanent Neutrality is becoming a solid foundation for the prosperity of our country. Every day that left a big mark on the life of our people goes down in history as sacred. December 12 was also the harbinger of a new trend in the life of the turkmen people. Our Neutrality which is consistent with the national principles of our people serves to maintain the stability of the region which fills the hearts of our happy citizens with infinite pride.
All our people celebrate the anniversary of the eternal Neutrality of our Motherland with great festivities and joy. Because the eternal Neutrality of our country is a permanent guarantee of our people's happiness, freedom, peace and gives pride to our hearts.
In the year marking the 27th anniversary of Turkmenistan's permanent Neutrality, the adoption of the Resolution "Central Asia - a zone of peace, trust and cooperation" by the General Assembly of the United Nations is also worth mentioning.
This clearly shows the importance of the policy of neutrality in strengthening international peace and security, as well as in sustainable development.
On the occasion of the 27th anniversary of our permanent Neutrality - International Neutrality day, we sincerely congratulate our esteemed President and all of our citizens.
May the life of our Hero Arkadag who makes tireless efforts for the prosperity of our Motherland and the happy life of our people, and our esteemed President who implements exemplary guidelines in this regard will be long, and may his great deeds of importance to humanity continue to prosper.
