CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
As you know, at the Dovlet Maslahaty of Turkmenistan held in the capital on September 23 of last year, in accordance with our esteemed President's order to start preparations for the 2023 elections of deputies of Mejlis of Milli Gengesh of Turkmenistan, velayat, etrap and city halk maslahats, as well as members of Gengeshes, the respective preliminary preparation works are underway by the election commissions.
Based on the wise instructions and advices of the honorable President, it is an important task for election commissions to conduct elections in our country in accordance with the Election code of Turkmenistan, international norms, transparently and on the basis of democratic principles.
In this context, due to the completion of the five-year term of office of the district and gengeshlik election commissions, in accordance with the Election code of Turkmenistan, the district election committees for the elections of deputies of Mejlis of Milli Gengesh of Turkmenistan and the city in etrap, township, gengeshlik election commissions for the elections of the members of Gengeshes were re-established.
In accordance with article 18 of the Election code of Turkmenistan, representatives to the election commissions were nominated by political parties, public organizations, and citizens groups. Thus, 125 district election commissions, and 572 city in etrap, township, gengeshlik election commissions were established.
A total number of district election commissions' members' are 1375, of which 382 are the Democratic party of Turkmenistan, 37 are the party of Industrialists and entrepreneurs of Turkmenistan, 174 are the Agrarian party of Turkmenistan, 313 are the Trade unions of Turkmenistan, 135 are the Women's association of Turkmenistan, 235 were nominated by the Magtymguly Youth organization of Turkmenistan and 99 by groups of citizens. 41.75 percent of the members of the district election commissions are women, and among them are Russians and Uzbeks, in addition to Turkmen nation.
A total number of members of the city in etrap, township, gengeshlik election commissions are 4076, of which 1240 are the Democratic party of Turkmenistan, 29 are the party of Industrialists and entrepreneurs of Turkmenistan, 422 are the Agrarian party of Turkmenistan, 1016 are the Trade unions of Turkmenistan, 326 are Women's association of Turkmenistan, 333 are Magtymguly Youth organization of Turkmenistan and 710 by groups of citizens. 40.01 percent of the members of the city in etrap, township and gengeshlik election commissions are women, and among them are Russian, Uzbek, Tatar, Kazakh, and Baloch nationalities, in addition to Turkmen nation.
The composition of the district and the city in etrap, township, gengeshlik election commissions includes organizing, experienced, nationally respected members of various ages and educational levels who work in various sectors of the national economy.
In accordance with article 19 of the Election code of Turkmenistan, all election commissions held their first meeting and elected the chairman, deputy chairman and secretary of the election commission.
Now, let's have a look at the data on the number of newly formed election commissions by velayats.
The number of district election commissions and members of Mejlis of Milli Gengesh:
In Ahal velayat 16 district election commissions (176 members), in Balkan velayat 10 district election commissions (110 members), in Dashoguz velayat 27 district election commissions (297 members), in Lebap velayat 26 district election commissions (286 members), in Mary velayat 29 district election commissions (319 members), 17 district election commissions (187 members) in Ashgabat city.
The number of city in etrap, township, gengeshlik election commissions and their members in the district created by the election of the members of Gengeshes:
In Ahal velayat 98 gengeshlik election commissions (686 members), in Balkan velayat 50 gengeshlik election commissions (350 members), in Dashoguz velayat 135 gengeshlik election commissions (945 members), in Lebap velayat 135 gengeshlik election commissions (945 members), in Mary velayat 154 gengeshlik election commissions (1150 members).
According to article 32 of the Election code of Turkmenistan, district election committees are formed by the Central Election Commission consisting of 9-11 members, and city in etrap, township, gengeshlik election commissions are formed by election commissions of the respective etrap, city and consisting of 7-11 members.
1375 identity cards were prepared for the members of district election commissions, and 4076 identity cards were prepared for the members of city in etrap, township, gengeshlik election commissions and handed over to them by the respective election committees. The term of office of the newly established district and gengeshlik election commissions are five years.
Thus, these election commissions, along with the other election commissions, in the year named the year of “Happy youth with Arkadag Serdar” will carry out important tasks for the organized conduct of the upcoming important social and political event - the elections and the legal provision of guarantees of citizens' electoral rights.
The informations mentioned above are a clear evidence of political stability in our peaceful, holy Motherland, as well as political diversity and multi-party, the principles of people's power and democracy recognized in the Constitution of Turkmenistan. This shows that Turkmenistan adheres to international democratic norms.

Central Election Commission of Turkmenistan
