CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
As it is known, on July 23 of this year, the elections of members of gengesh will be held in Aba Annayev township of Karizek etrap of Arkadag city. Preparation works for this upcoming election are ongoing by the apparatus of the Commission for holding Elections and referendums in Turkmenistan and relevant election commissions. We also had a conversation with Maksatmyrat Geldiyev, the head of the Organizational department of apparatus of the Commission for holding Elections and referendums in Turkmenistan, regarding the works currently being carried out within the framework of the election season.
— As we know, the election season includes several stages related to the organizing preparation and high-level conduction of the elections. Let's start our conversation about what you're doing for it right now.
— In the Revival of the new epoch of the Powerful state the elections which are an important socio-political event in our country led by our esteemed President are held in accordance with democratic principles, national laws, international norms.
Based on our esteemed President's instructions to conduct the elections in our country based on organized and democratic principles, it is an important task for the election commissions to fully and properly comply with the legislative principles of elections.
As it is known, by the decision of Mejlis of Turkmenistan, the residential complex which is a part of Karizek etrap of Arkadag city where the outstanding architectural talent of our Hero Arkadag was built was granted the status of a township and it was named after Aba Annayev and it was called "Aba Annayev township of Karizek etrap of Arkadag city".
In this context, it was decided to hold the elections of members of gengesh of Aba Annayev township of Karizek etrap of Arkadag city on July 23, 2023, on Sunday. In order to prepare and conduct these elections in an organized manner, on May 16, 2023, was held a meeting of apparatus of the Commission for holding Elections and referendums in Turkmenistan. According to the agenda of the meeting, the plan of activities to prepare for the elections and organize them was approved. It was also announced that the election season for the upcoming elections will begin on May 17, 2023.
Of course, the preparation works include many activities, such as announcing the election season, setting up polling stations, equipping them, nominating and registering the candidates, registering the observers, organizing campaigning, conducting the voting, summarizing and announcing its results.
In order to organize the elections which will be held in July, in accordance with the Election code of Turkmenistan, the relevant election commissions, more precisely, the Arkadag city, Karizek etrap, Aba Annayev township and precinct election commissions were created. Also, 5 constituencies were created within the territory of Aba Annayev township, their boundaries were determined, posted on the site (saylav.gov.tm) of Central election commission of Turkmenistan, and was brought to the public's attention.
— Please, tell us about the activities coordinated by the central election commission in connection with the high-level conduction of the elections, as well as organizational and methodological assistance to the election commissions.
— The Central election commission has prepared guidelines for the Aba Annayev township and the precinct election commissions, in accordance with the Election code of Turkmenistan. Also, all necessary documents and other material resources for these election commissions are provided in a centralized form - by the office of the central election commission. According to the approved schedule of election activities, holed training session with the members of the relevant election commissions by the specialists of the central election commission.
During the election season, the wide possibilities of the digital system are effectively used. Also, the information, news related to the elections are regularly posted on the website of the central election commission, and brought to the attention of the public.
— These days, nomination of candidates for the upcoming elections continues. Please, tell me about the schedule and requirements of this job!
— As it is known, according to the article 44 of the Election code of Turkmenistan, the right to nominate the candidates belongs to the political parties registered before the appointed day of the elections, as well as groups of citizens. According to the article 45 of the Election code of Turkmenistan, a citizen of Turkmenistan who has reached the age of twenty-one till the day of the elections and lives in the relevant territory can be nominated for the membership of Gengesh. Candidates for the membership of Gengesh are presented at meetings and mejlises of political parties of etrap and primary organizations.
Political parties have right to hold joint meetings and mejlises to nominate the candidates. At meetings and mejlises of relevant organizations of political parties, they can nominate several candidates for the membership of Gengesh, but only one candidate for each constituency.
According to the article 47 of the Election code of Turkmenistan, the meeting of the citizens' group’s to nominate the candidates for the membership of Gengesh is considered authorized if at least fifty voters who live within the respective electoral district participate in it.
Each voter can attend only one meeting of the citizens' group. The attendees are subject to registration, the registration list shows the last name, first name, patronymic, date of birth, place of residence of each voter. Each voter signs the registration list.
At each meeting of the citizens' group they can nominate only one candidate for the membership of Gengesh for the respective constituency. If more than half of the citizens participating in the meeting vote in favor of the candidate, then he/she is considered to be the candidate.
At the year of happy youth with Arkadag Serdar the presence of young citizens among the candidates for the elections shows that the high trust in to the young generation in our country is reflected in the election system.
