CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
Under the wise leadership of our deeply respected President of Turkmenistan the great importance is attached to the democratization of state and public life. In the Revival of the new epoch of the Powerful state a wide range of activities aimed at strengthening democratic principles are successfully carried out in our country. In particular, all conditions are created for holding elections in our country based on democratic principles, in accordance with our modern national laws and generally recognized international norms.
According to the decision (№18-VII) adopted by the Mejlis of Turkmenistan on May 10, 2023, the residential complex which is part of Karizek etrap of Arkadag city was given the status of a township and the township was named after the master horse breeder, master seyis Aba Annayev who created the first leader generations of ahalteke horses.
According to 3rd part of the said decision of the Mejlis of Turkmenistan, it was decided to hold the elections of members of gengesh of Aba Annayev township of Karizek etrap of Arkadag city on July 23, 2023, on Sunday.
Based on the instructions given by the esteemed President of Turkmenistan to conduct the elections in our country on the basis of highly organized and democratic principles, on May 16 of this year, held a meeting of apparatus of the commission for holding Elections and referendums in Turkmenistan. Several issues related to the elections were discussed in the meeting, and was approved the plan of activities to prepare for the elections and organize it. It has been announced that the election season begins on May 17, 2023.
According to the 4th part of the article 38 of the Election code of Turkmenistan, 5-6 constituencies are created in the area with up to 1000 voters in the elections of the members of gengesh, that is, 5 or 6 of members of gengesh are elected. The number of constituencies is determined by the respective gengesh, within the prescribed limits. Thus, there are 236 voters in Aba Annayev township, and 5 members of gengesh will be elected on the election day.
According to the article 1 of the Election code of Turkmenistan, the elections in our country are held on a competitive basis. As it happens as tradition, 2 candidates from each district will compete in the elections of members of gengesh of Aba Annayev township of Karizek etrap of Arkadag city.
Precincts are created for voting in the elections. The number of voters in one precinct can be from 20 to 2000 people. The polling stations are established in buildings that are close to where the voters live and are convenient to reach. According to the world experience and the experience gained in our country, the polling stations are created mainly in educational institutions, as well as in conveniently located buildings of various institutions.
Currently, there are 114 households, and 490 residents in Aba Annayev township of Karizek etrap of Arkadag city, and 236 of them are citizens with the right to vote. For voting on the elections day, one polling station was established on the elections of members of gengesh of Aba Annayev township. This precinct is located in the secondary school № 10 of the township.
According to the article 44 of the Election code of Turkmenistan, candidates were nominated by political parties.
Nomination of candidates began sixty days before the elections and ended thirty days before the elections. That is, the nomination of candidates took place between May 24 and June 23. According to the articles 44 and 45 of the Election code of Turkmenistan, the first organizations of the Democratic party of Turkmenistan, the party of Industrialists and entrepreneurs of Turkmenistan, and the Agrarian party of Turkmenistan took part in the works of nominating the candidates. Two candidates have been registered for one place in all constituencies, which indicates that these elections will be held on a competitive basis.
Preparation works for the elections are carried out by the apparatus of the commission for holding Elections and referendums in Turkmenistan, election groups of Arkadag city of Karizek etrap of Aba Annayev settlement and precinct.
In order to conduct the elections in organized manner, the office of the Central election commission prepared and printed 2 manuals for the members of the Aba Annayev township election commission and precinct election commission, single unitary specimens of the documents which will be used during the election season and on the day of voting.
In the framework of preparations for the elections of members of gengesh of Aba Annayev township, according to the approved schedule of election activities, specialists of the Central election commission held a training session with the members of Arkadag city, Karizek etrap, Aba Annayev township and precinct election commissions. During the training session the order of conducting the elections, more specifically, the election legislation, the system of election commissions operating in the elections, the powers of Arkadag city, Karizek etrap, Aba Annayev township and precinct election commissions were explained. Also, a comprehensive understanding was given at the training meeting about the procedure of nomination and registration of candidates to the membership of gengesh of Aba Annayev township and the types of election documents and ballot papers.
Information and news about upcoming elections are regularly posted on the website of the Central election commission of Turkmenistan (saylav.gov.tm).
Taking this opportunity, we assure our esteemed President that the elections of members of gengesh of Aba Annayev township of Karizek etrap of Arkadag city will be organized in accordance with our democratic guidelines, national legislation, generally recognized international norms.
