CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
During in the Era of Revival of the New Epoch of the Powerful State, great deeds are regularly carried out that will serve as an example for generations and will last for centuries. We are witnessing these wonderful events and seeing happiness, peace and a comfortable life for our citizens. Every new day of our developed Motherland is marked by historical events and memorable moments.
The last decade of the 20th century of our Motherland – Turkmenistan was rich in events, inscribed in golden letters in the history. In the autumn of 1991, our peaceful country gained political independence. This is how the dream that our people have cherished for centuries came true.
Since the first days of Independence, our State of Turkmenistan has chosen a foreign policy course to establish equal, mutually beneficial relations with all countries, mutual respect, non-interference in each other's internal affairs, rejection of military alliances, disagreements and actions that can lead to conflicts between states.
Permanent Neutrality – is the state principle of present and future of our glorious history. The great work of our Hero Arkadag Serdar, who devoted himself to the development of our country and improving the quality of life of our people, receives great support from our people.
Turkmenistan has always declared its policy of Neutrality in relations with foreign countries and carried out political and diplomatic work to achieve its international recognition. As a result of these efforts, on December 12, 1995, at the 50th session of the United Nation General Assembly by a vote of 185 member states of this authoritative international organization, with 25 states acting as co-authors the legal status of permanent Neutrality of Turkmenistan was unanimously recognized. Over the 30 years that have passed since that day, Turkmen Neutrality has accumulated a wealth of experience. Our country faithful to the principle of Neutrality, strengthens cooperation with other countries, major international and regional organizations.
Our Independent, permanently Neutral State acts as a reliable partner in normalizing the situation in the region, implementing the doctrines and principles of the United Nations in Central Asia. The opening of the United Nations Regional Center for Preventive Diplomacy for Central Asia in Ashgabat in 2007 opened a new era for the growing effective cooperation of Turkmenistan with the United Nations. As a result of the work of this center, positive opportunities have emerged for strengthen cooperation in the regional space and promoting sustainable development. The recognition that this policy is fully implemented in practice is the adoption for the second time by 193 States at the 69th session of the United Nations General Assembly on June 3, 2015 of the Resolution “Permanent Neutrality of Turkmenistan”.
On March 21, 2025, in the year of the 30th anniversary of our permanent Neutrality, declared the “International Year of Peace and Trust” under the humane leadership of our Hero Arkadag Serdar, at the 61st plenary session of the 79th session of the United Nations General Assembly, on the initiative of our country, a Resolution entitled “Permanent Neutrality of Turkmenistan” was unanimously adopted. The third recognition of our permanent Neutrality by the international community clearly demonstrated that our policy of neutrality continues in a dignified manner and clearly demonstrated the importance of our country's foreign policy and diplomacy at the international level.
The United Nations highly appreciates Turkmenistan's efforts to build peace. The model of Turkmen Neutrality has demonstrated its viability in practice and has become one of the powerful tools for ensuring active political consultations and cooperation for the sake of stability and security in the region, as well as the sustainable development of countries and peoples. Under the wise leadership of our esteemed President the principle of Neutrality of our sacred Motherland, aimed at peace through development, has made an exemplary contribution to the practice of world diplomacy.
The creation of an independent state and life in freedom – is a dream, that our ancestors have cherished for centuries. That is why Neutrality has always been a feature present in the consciousness and blood of the Turkmen people. We have strengthened our state sovereignty and embarked on a path of development, based on the principles of peace, friendship and brotherhood, laid down in ancient times.
The adoption of the United Nations General Assembly Resolution on the declaration of 2025 as the “International Year of Peace and Trust” on the initiative of Turkmenistan was a clear manifestation of the recognition of our country's activities aimed at ensuring universal peace and sustainable development.
The fact that 2025 coincides with the 30th anniversary of Turkmenistan’s permanent Neutrality, recognized three times by the United Nations General Assembly, further enhances the significance of the year.
Turkmen Neutrality – is a holiday of the continuity of our happy era. These days preparations are underway in all villages and towns of the country to celebrate the significant 30th anniversary of our permanent Neutrality. There is an unquenchable spiritual inspiration and high spirits everywhere. Inspired by the unparalleled efforts of our National Leader of the Turkmen people – Hero Arkadag and our Esteemed President – Hero Arkadag Serdar, who worthily continues the work of his father, our people are preparing to celebrate the anniversary of our permanent Neutrality with a worthy gift, responding to all the amenities created for them, engaging in inspiring and creative work in all areas.
The permanent neutrality of our beautiful land is of great importance both for our country and for our people. Because over the last 30 years of our Neutrality, we have made great progress in the political, economic, social and cultural spheres. Behind all the achievements stands the motto of the esteemed president: “The Motherland is a Motherland only with the people! The state is a state only with the people!” It is clear that his wonderful words are being successfully implemented today.
Today our people enjoying the eternal happiness of our permanent Neutrality live in an atmosphere of happiness, peace and prosperity. We wish our Hero Arkadag and Hero Arkadag Serdar, who give them the opportunity to live in the bosom of such happiness and great initiatives for a bright future in human destiny, health, long life and success in their great undertakings!
