CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN

THE SYSTEM OF ELECTORAL COMMISSIONS OPERATING IN OUR COUNTRY

Under the wise leadership of our esteemed President in the “International Year of Peace and Trust”, which marks the 30th anniversary of the permanent Neutrality of Turkmenistan, the great boundaries and achievements achieved in all areas of our independent Motherland and are evidence of our unity.

“In the Era of Revival of the new epoch of the powerful state” thanks to the unparalleled efforts of Hero Arkadagly Serdar, who worthily continues the undertakings of Hero Arkadag the work of the electoral system like all other systems in our democratic, legal and secular state is continuously being improved. Elections are the main source of democracy in the political life of the State.

Of course, an important task of the electoral commissions of our country is to organize and conduct elections openly and democratically, an important socio-political event in accordance with the Constitution and the Electoral Code of Turkmenistan, as well as generally recognized international standards. Now let's get acquainted with the procedure for the formation of electoral commissions operating in our country:

The Central Commission for Holding Elections and Referendums in Turkmenistan: In accordance with article 22 of the Electoral Code of Turkmenistan, it is formed by the President of Turkmenistan consisting of the Chairman, Deputy Chairman, secretary and twelve members from among the citizens of Turkmenistan. The Chairman of the Central Electoral Commission is approved by the Mejlis of Turkmenistan. Representatives to the Central Electoral Commission are nominated by the President of Turkmenistan, political parties and public associations;

in accordance with article 32 of the Electoral Code, the electoral commissions of velayats, cities of velayat significance and cities of state significance are formed by the Central Electoral Commission consisting of 9-13 members;

electoral commissions of etraps and cities with etrap status: consisting of 11–15 members, formed by the electoral commission of the corresponding velayat, city with velayat status and city of national significance;

district electoral commissions: formed by the Central electoral commission and consisting of 9–11 members;

electoral commissions of cities in the etrap, towns and gengeshliks: formed from 7-11 members by the electoral commission of the corresponding etrap, the city with the status of etrap;

precinct electoral commissions: Cities with the rights of an etrap consisting of 5-15 members are formed by the electoral commissions of the corresponding etrap. If necessary, precinct electoral commissions may be formed with a minimum of three members.

Electoral commissions of velayats, cities with the status of a velayat and a city of state significance, etraps, cities with the status of an etrap, cities in etraps, towns and gengeshliks are formed according to the corresponding administrative-territorial units of the country, district and precinct electoral commissions are formed according to electoral districts and precincts formed in accordance with the number of voters in these administrative-territorial units. Let's look at the number of electoral commissions operating in our country today:

1) The Central commission for holding elections and referendums in Turkmenistan;

2) 7 electoral commissions of velayats, cities of velayat significance and cities of national significance;

3) 50 electoral commissions of etraps and cities with etrap rights;

4) 125 district electoral commissions;

5) 573 electoral commissions of cities in etraps, towns and gengeshliks;

6) 2639 precinct electoral commissions, including 42 operating abroad.

There are 3.395 commissions in the system of electoral commissions with a total of 23.726 members, more than 42% percent of whom are – women.

These electoral commissions carry out activities to organize elections of the President of Turkmenistan, deputies of the Mejlis of Turkmenistan, members of velayat, etrap, city Halk Maslahaty and Gengeshes. The term of office of electoral commissions is five years.

Members of electoral commissions carry out responsible work to ensure the protection of citizens electoral rights.
