CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
Under the wise leadership of Hero Arkadagly Serdar and as a result of the large-scale reforms implemented in our country, all areas are developing at the modern level and consistently, on an innovative and technological basis. The words of our esteemed President that “In the future we will continue to focus on introducing the capabilities of the digital system into all segments of the national economy” also emphasize the fact that the development of the digital system is one of the priorities of state policy.
Innovative technologies are an integral part of the progress of the modern world. The digital system ensures the pace of modern development.
In our country digital technologies are being introduced into all areas of the national economy. This is evidenced by the effective work carried out in accordance with the “Concept for the development of the digital Economy in Turkmenistan in 2019-2025” and the “State Program for the Development of the Digital Economy in Turkmenistan for 2021-2025”.
The Central Commission for Elections and Referendums in Turkmenistan is also working to develop the capabilities of the digital system. In accordance with the approved Decree of the President of Turkmenistan “Regulations on information protection in the state information systems of Turkmenistan”, as well as the “State Program for ensuring cyber security of Turkmenistan”, the department of Digital technologies and information security of the Central election commission has developed and approved the Regulation on Information Security.
Also, the Central Electoral Commission has implemented a system for internal electronic information circulation, information exchange with other departments, regions and foreign countries and a system that allows for online video conferences.
The development of a digital system and its implementation in our lives makes our work easier. Innovation and digitalization are important, complementary factors and guidelines for achieving global sustainable development. In implementing the digitalization task, special attention is paid, first of all, to the digitalization of the economy and society, the creation, development and implementation of software, the implementation of electronic document management in public life.
From this point of view, the important tasks set by our esteemed President, such as the introduction of innovative and digital technologies in various sectors of the national economy, the transition to electronic document management, an electronic identification system, the creation of a competitive digital economy and electronic industry are aimed at achieving clear and specific goals.
The main method of the digital system is the qualified use of Internet capabilities. Regarding this, since 2016 the official website of the Central Electoral Commission “saylav.gov.tm” has been effectively functioning.
During the elections of the President of Turkmenistan held on March 12, 2022, cameras were installed at 180 polling stations across the country and on election day voters' votes were broadcast to the public via the Internet online on the website of the Central Election Commission. This practice was first established on March 25, 2018, during the elections of deputies of the Mejlis of Turkmenistan, members of velayat, etrap, city Halk Maslahaty and Gengeshes.
It can also be noted that the Central Election Commission has a videoconferencing system. A rational, modern approach to solving any task is the key to its effectiveness. We will also make every effort to study international experience in using new technologies and implement it into our work.
