CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN
During the Revival of the new epoch of the powerful state in our country under the wise leadership of Hero Arkadagly Serdar, who successfully continues the noble cause of the National Leader of the Turkmen people Hero Arkadag, great successes are being achieved in the development of international cooperation in various systems including the electoral system.
In accordance with the instructions of the Esteemed President to study the world experience in organizing and conducting elections, representatives of the Central Commission for Elections and Referendums in Turkmenistan are organizing working trips to foreign countries in order to study the experience of the electoral systems of the countries of the world. Indeed, within the framework of international cooperation, participation in elections, referendums and various pre-election events held in foreign countries, as well as the exchange of experience have already become a noble tradition.
In this regard, it can be noted that representatives of the Central Election Commission of Turkmenistan and Mejlis of Turkmenistan participated in the elections of deputies of the Oli Mejlis of the Republic of Tajikistan held on March 2, 2025, as international observers as part of the mission of international observers from the member States of the Commonwealth of Independent States.
Of course, the elections held in our democratic, rule-of-law and secular state are attended by international observers from major international organizations and friendly countries, who monitor the preparations for the elections and the conduct of voting. At post-election press conferences, the heads of observer groups of reputable international organizations express satisfaction that the elections are being held peacefully, openly, fairly and Turkmenistan is committed to a democratic path of development.
Our esteemed President emphasizes that cooperation with authoritative international organizations is one of the strategic directions of our country’s international policy and will continue to be so. In this regard, Turkmenistan is ready for close cooperation with all interested countries, as well as relevant United Nations organizations and institutions. The strategic partnership between Turkmenistan and the United Nations is of a long-term nature. The development of multifaceted relations with international organizations has acquired new significance in recent years.
This is fully evidenced by the unanimous adoption of the Resolution “Permanent Neutrality of Turkmenistan” initiated by our country at the 61st plenary session of the 79th session of the UN General Assembly and the third recognition of our Neutrality. The United Nations Development Programme (UNDP) also plays an important role in the development of international cooperation. Of course, this cooperation is also carried out within the framework of the electoral system.
In particular, the Central Election Commission of Turkmenistan and the UNDP Office in Turkmenistan signed a Project document for 2024-2025 entitled “Assistance in building the capacity of the Central Commission for Holding Elections and Referendums in Turkmenistan”. Within the framework of this document on December 9-10, 2024, a seminar on “Studying the best international practices for creating unified voter lists based on gender breakdown” was held and organized jointly by the Central Election Commission of Turkmenistan and the UNDP Representative Office in Turkmenistan.
Also, from February 18 to 21, 2025, a four-day training seminar “Introduction to Election Administration” was held within the framework of the BRIDGE program, organized jointly by the Central Election Commission of Turkmenistan and the UNDP Representative Office in Turkmenistan. Within the framework of the above-mentioned Project Document for 2024-2025, in the “International Year of Peace and Trust” it is planned to hold a series of similar training seminars and events aimed at further modernization of the electoral system of Turkmenistan.
Thus, our country is approaching the glorious 30th anniversary of our permanent Neutrality with great successes and achievements.
