During the Revival of a new epoch of a powerful state, each reform implemented in our country benefits the people and lays a solid foundation for our bright future. Thanks to the efforts of our Hero Arkadag and Hero Arkadagly Serdar the work electoral system, its legislative framework and democratic principles, like all other systems in our country are constantly being improved.
Under the wise leadership of the esteemed President, in order to improve national legal norms in our country and further democratize our society, new draft laws are being developed in accordance with the requirements of the times, as well as amendments and additions to existing legislative acts. In this regard, work is also underway to improve the electoral system.
In addition, the Electoral Code of Turkmenistan adopted on May 4, 2013 and entered into force on July 1 of that year has been amended and supplemented 10 times to date, taking into account international and national experience. Specifically:
On August 16, 2014, October 15, 2016, January 28, 2017, November 25, 2017, June 9, 2018, December 1, 2018, October 24, 2020, March 13, 2021, March 16, 2023 and June 3, 2023 the Laws of Turkmenistan on amendments and additions to the Electoral Code of Turkmenistan were adopted.
The main goal of these amendments and additions – to ensure the orderly conduct of elections in our beloved Motherland and to improve the legislative framework of the electoral system in accordance with demands of the times.
In accordance with President’s instructions to improve the electoral system in line with the demands of the times, the Law of Turkmenistan “On the Unified State Register of Voters” was adopted on June 28, 2025. This Law consists of six chapters and 34 articles that define the legal and organizational framework for the creation and maintenance of the Unified State Register of citizens eligible to vote in elections and referendums in the country.
The main objective of the Law is the creation of a centralized digital information system, created in accordance with the Constitution of Turkmenistan and the Electoral Code of Turkmenistan, designed to maintain the State Register of Voters, store, process and use data, ensure the correctness and accuracy of the specified register, respect for the electoral rights of citizens, as well as the reliability and security of the data of the State Register.
The widespread introduction of digital systems into the electoral process will ensure the highly organized conduct of this important political event in modern conditions.
The Law of Turkmenistan “On the Unified State Register of Voters” will enter into force on January 1, 2026. Currently, in accordance with the plan approved by the Central Commission for Elections and Referendums in Turkmenistan, relevant regulations related to this law are being developed. One of the important tasks facing election commissions is to ensure that elections in our democratic state are conducted in accordance with the Constitution of Turkmenistan, the Electoral Code of Turkmenistan and international standards at a high level of quality, within a multiparty system and broad competition, as well as to create all the conditions and ample opportunities for citizens to exercise their right to vote and be elected.
