During in the era of Revival of the new epoch of the powerful state under the leadership of our esteemed President, positive reform policy being implemented encompasses all aspects of the country’s public life. Extensive work is underway to further democratize the state and society, strengthen the rights and freedoms of citizens, improve the legal framework of national legislation in line with universally recognized norms of international law and introduce digital services into all areas of the national economy.
Today, digital systems and information technologies are permeating all spheres of life throughout the world. It is with this in mind, under the wise leadership of our esteemed President that, in order to ensure the rapid development of our country and improve the economic system, regulations related to the implementation of the digital system are being modernized and refined, laws, concepts and government programs are being adopted and legislative framework for the digital system is being strengthened.
The corresponding concept for the development of the digital economy in Turkmenistan, as well as other government programs, define the main directions for the implementation of digital technologies across all sectors. Large-scale programs are being implemented aimed at modernizing the national economy, increasing the efficiency of public administration and further improving people’s living conditions through the widespread adoption of digital solutions. State programs and concepts that ensure a systemic approach to digital transformation serve as the foundation for the development of the information technology sector. Digital solutions are currently being actively implemented in transportation, finance, education, healthcare and social security.
Thanks to the unprecedented efforts of Arkadagly Hero Serdar new draft laws are being developed in our country aimed at improving national legal norms and further democratizing our society.
In accordance with instruction of the esteemed President on the preparation of the draft Law of Turkmenistan “On the Unified State Register of Voters” at a meeting with deputies of the Mejlis of Turkmenistan on April 6, 2023, the Law of Turkmenistan “On the Unified State Register of Voters” was adopted on June 28 of this year.
This Law aimed at improving the electoral system, defines the legal and organizational framework for the creation and maintenance of a unified state register of voters and referendum participants. Its purpose is to create a centralized digital information system for storing, processing and using data that ensures the state registration of eligible citizens, as well as ensuring the accuracy and precision of this registration, respect for citizens’ electoral rights, reliability and security of data.
The law was developed jointly by the Central commission for holding elections and referendums in Turkmenistan and the Mejlis of Turkmenistan. Proposals from ministries, departments and local executive bodies were taken into account in the preparation of this law. The Law on the Unified State Register of Voters includes 6 chapters and 34 articles, its main objectives – are registration and maintenance of personal data on voters, compilation of voter lists for national and local referendums, elections of the President of Turkmenistan, members of the Mejlis of Turkmenistan, members of the Halk Maslahaty of the velayat, city with the rights of the velayat and state significance, etrap, city with the rights of the etrap and Gengeshes. The law will enter into force on January 1, 2026.
In this regard, Central Election Commission of Turkmenistan is currently conducting relevant work. The relevant by-laws arising from this Law are being developed based on a plan approved by the Central Election Commission of Turkmenistan. This law will be crucial to ensuring that elections in the country are conducted democratically, in accordance with electoral legislation and international standards.
The widespread introduction of digital systems into electoral processes will ensure the highly organized hold of this important political event in modern conditions.
