The tremendous efforts of our esteemed President and our Hero Arkadag the development of modern digital system capabilities in all sectors of the country is one of the priorities of government policy. Of course, during the democratic elections in the country, video cameras are installed at hundreds of polling stations and the voting of voters is shown to the public online on the website of the Central Election Commission “saylav.gov.tm” this creates conditions for election observation within the capabilities of the digital system.
With the introduction of modern advanced innovative technologies into the electoral process the needs of participants in electoral processes for knowledge of new rules are being formed. In particular there are new rules and requirements for election observation by international and national observers. That is it differs from election observation using traditional paper ballots.
For this reason, observers should read and know the legislation and regulations related to the operation of innovative technologies. In addition, for clearness and transparency special demonstration trainings should be conducted with observers on the introduction of innovative technologies and the specifics of remote Internet voting methods.
In addition observers should be invited to attend training seminars organized by the Central Election Commission for local election commissions and technical specialists.
In order for international and national observers to be able to properly observe electronic voting, it is necessary to ensure the integration of innovative technologies into a single web center and access to the site, where information is provided and processed must be ensured in accordance with the law.
Election transparency means ensuring that all stakeholders and primarily voters are sufficiently informed about how innovative technologies work.
Among the features of innovative technological monitoring of elections the following should be noted.
The voter has a better chance of voting by secret ballot with remote voting, since he expresses his will independently and confidentially.
Remote voting is also important to prevent voters from violating the law by voting multiple times and to ensure that no citizen is deprived of the right to vote, except in special cases provided for by law.
As international practice has shown, remote voting via the Internet theoretically allow voters to vote multiple times, but it is mandatory provided that only the last cast vote out of several votes is counted.
In conclusion, it should be noted that the trend towards an increase in the number of observation subjects, as well as the objective complication of electoral technologies makes the issue of improving the quality of observer training and increasing the effectiveness of election observation procedures.
