International experience in the electoral system is being studied

Under the wise leadership of our esteemed President, scale of our country’s cooperation with prestigious international organizations is increasingly expanding. With permission of our esteemed President and in accordance with his instructions and guidelines on studying world experience in organizing and holding elections and in accordance with activities provided for in the plan of the Project Document “Assistance in building the capacity of the Central commission for holding elections and referendums in Turkmenistan for 2024-2025” signed between the Central commission for holding elections and referendums in Turkmenistan and United Nations Development Programme (UNDP) Office in Turkmenistan, delegation led by the Deputy Chairman of the Central Commission For Holding Elections and Referendums of Turkmenistan visited Yerevan, Republic of Armenia from November 12 to 17, 2025.

The delegation’s visit to the city of Yerevan in the Republic of Armenia was attended by representatives of the Central Election Commission of Turkmenistan, as well as the Main Information Technology Specialist of the Digital Economy Development Department of the Ministry of Communications of Turkmenistan and Project Manager of the UNDP Representative Office in Turkmenistan.

The purpose of the visit was to study the experience of maintaining the Unified State Register of Voters in the Republic of Armenia and ensuring its cybersecurity, voter identification and using automated election management tools.

During the visit – on November 13, 2025, bilateral meeting was held with the Permanent Representative of the United Nations Development Program in Armenia Natia Natsvlishvili.

On November 14, 2025, a meeting was held with Chairman of the Central Election Commission of the Republic of Armenia Vahagn Hovakimyan. During the meeting V. Hovakimyan spoke in detail about the work of the electoral system of the Republic of Armenia and introduction of the digital system into electoral processes. On the same day, representatives of the Turkmen side got acquainted in practice with the work of the Information Center at the office of the Central Election Commission of the Republic of Armenia and rules for working with VAD devices, used to identify individuals during voting on election day.

Also, on November 15, 2025, bilateral meeting was held with the Director of the Information System Agency of the Republic of Armenia Nerses Yeritsyan. At the meeting, N. Yeritsyan spoke in detail about the ongoing work to expand the capabilities of the country’s digital infrastructure, including the electoral system and new goals outlined.

Then, at the end of the day, delegation visited polling station 14/13 created for local elections in connection with change in the administrative-territorial structure of the Vagharshapat district of the Armavir region of the Republic of Armenia, got acquainted with its equipment and preparations for the organization of voting on election day.

On November 16, 2025, representatives of the Turkmen side being in the Information Center at the office of the Central Election Commission of the Republic of Armenia monitored the voting process of the elections held on that day at 47 polling stations online and live via digital communication.

Thus, working visit to the city of Yerevan in the Republic of Armenia was organized and effective in terms of international experience.
