CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN

On November 24-25, 2025, President Serdar Berdimuhamedov paid state visit to the neighboring Republic of Kazakhstan.

Relations between Turkmenistan and Kazakhstan characterized by a strategic partnership. Both countries, which play a significant role in the global energy market, pay special attention to strengthening political dialogue, developing economic cooperation and ensuring regional security. Since the establishment of diplomatic relations between our countries in 1992, robust legal framework has been established, including numerous agreements. The strategic partnership agreement – is the main document confirming this high level of cooperation.

At the Nursultan Nazarbayev International Airport in Astana, President Serdar Berdimuhamedov was warmly welcomed by President of the Republic of Kazakhstan Kassym-Jomart Tokayev.

On the second day of his state visit to the Republic of Kazakhstan, President Serdar Berdimuhamedov visited Akorda Palace. There, the head of state was warmly welcomed by President of the Republic of Kazakhstan Kassym-Jomart Tokayev.

Then a solemn ceremony took place of welcoming the President of Turkmenistan.

After the ceremony official photographing the background of the national flags of the two countries, bilateral talks were held between Presidents Serdar Berdimuhamedov and Kassym-Jomart Tokayev.

The President of Kazakhstan warmly welcoming the Head of State expressed satisfaction with acceptance of the invitation and his arrival in Kazakhstan, also expressed confidence that current state visit of our esteemed President will be an important step towards strengthening the traditionally friendly Kazakh-Turkmen relations. As noted, Kazakhstan considers Turkmenistan fraternal neighbor and strategic partner. Our countries are connected by centuries-old friendship, common history, language and culture. Bilateral relations are developing in the spirit of strategic cooperation in trade, economic, cultural, humanitarian and other spheres. Kazakhstan highly values ​​Turkmenistan’s foreign policy based on the legal status of permanent Neutrality and its effective international initiatives aimed at strengthening peace and sustainable development.

Our esteemed President expressed gratitude for the invitation to pay state visit to the Republic of Kazakhstan, as well as for the hospitality extended to the Turkmen delegation and taking this opportunity to convey greetings and best wishes from the National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov to President Kassym-Jomart Tokayev. The leader of the friendly country, in turn extended best wishes to our Hero Arkadag and noted the National Leader’s significant contribution to strengthening Kazakh-Turkmen relations. Our esteemed President emphasized that relations between Turkmenistan and Republic of Kazakhstan are developing based on the principles of friendship, brotherhood and good-neighborliness and include wide range of cooperation in the political, diplomatic, trade, economic, cultural and humanitarian spheres. In conclusion, the Head of State expressed gratitude to President Kassym-Jomart Tokayev for his personal contribution to strengthening Kazakh-Turkmen relations and expressed confidence that traditional fraternal relations between Turkmenistan and Republic of Kazakhstan will continue to develop in the spirit of mutual respect, trust and mutually beneficial cooperation for the benefit of our peoples.

Then ceremony held to award our esteemed President Serdar Berdimuhamedov the highest award of the Republic of Kazakhstan – the “Altyn Kyran” order. During the ceremony President Kassym-Jomart Tokayev noted the Head of State’s personal contribution to strengthening friendship, mutual understanding and strategic cooperation between two countries, expressed confidence that successful implementation of the agreements reached during today’s negotiations would open a new chapter in Kazakh-Turkmen relations and presented the Head of State with highest award of the Republic of Kazakhstan – the “Altyn Kyran” order.

Our esteemed President expressed gratitude to President Kassym-Jomart Tokayev and entire fraternal people of Kazakhstan for awarding him the highest award of the Republic of Kazakhstan – the “Altyn Kyran” order and declared that he considers this award sign of high respect for the people of Turkmenistan, evidence of the strong friendship and good-neighborliness that have bound our peoples for centuries.

The “Altyn Kyran” order established in 1995, awarded to citizens who have special merits to Kazakhstan, as well as to outstanding contemporary government, public and political figures.

It is worth noting that this prestigious award also presented to the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Hero Arkadag in 2022.

Then signing ceremony for the Joint declaration and exchange of bilateral documents took place. To the applause of those audience President of Turkmenistan Serdar Berdimuhamedov and President of the Republic of Kazakhstan Kassym-Jomart Tokayev signed Joint declaration.

Then two Heads of state made statements to the press. President Kassym-Jomart Tokayev underlined special significance of the state visit of our esteemed President and emphasized that fraternal Turkmenistan is an important and reliable partner for Kazakhstan.

Our esteemed President once again thanked President Kassym-Jomart Tokayev of the Republic of Kazakhstan for the invitation to pay a state visit and warm welcome, noting that the state of bilateral cooperation was discussed during their meetings. As noted, an agreement was reached during the meeting to hold joint events aimed at expanding trade-economic cooperation and strengthening cultural-humanitarian ties. “We highly appreciate results of the state visit to the Republic of Kazakhstan. I express my firm confidence that agreements reached and documents adopted will contribute to the further development of bilateral relations”,  – the Head of State stated.

During the visit, Head of State Serdar Berdimuhamedov visited “Alem.AI” International center for artificial intelligence.

“Alem.AI” – is an international artificial intelligence center created for development of artificial intelligence technologies, education and innovation. It is located in Astana and it is one of the strategic projects aimed at elevating Kazakhstan to the forefront in the field of high technology.

Thus, state visit of our Arkadagly Hero Serdar to the Republic of Kazakhstan was a vivid evidence of the strengthening strategic cooperation between two fraternal nations. The agreements reached during the visit and documents signed in various fields aimed at creating solid foundation for further deepening bilateral and regional cooperation.
