CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN

February 17, 2017 at the Rukhyet Palace has hosted the solemn ceremony of inauguration of newly elected President of Turkmenistan Gurbanguly Berdymuhamedov.

Chairperson of the Mejlis and vice Premiers, Heads of military and law enforcement agencies, ministries and departments, khyakims of velayats and of Ashgabat city, deputies of the national parliament, representatives of political parties and public associations, the Council of Elders, the executive authorities and local government bodies gathered here.
Among the participants there are members of the Central Commission for Holding Elections and Referendums in Turkmenistan, the candidates for the post of the Head of the State.

In the hall there are heads of accredited in Turkmenistan diplomatic missions, ambassadors of our country abroad, representatives of national and foreign media, the general public, as well as other invited guests.

At 9:00 guards of honor under the sounds of march brought the national flag of Turkmenistan, the Standard of the President of Turkmenistan, the Constitution of Turkmenistan and the holy Koran into the room.

Standing, by storm lengthy applause filled to overflowing hall of Rukhyet Palace greets the newly elected President of Turkmenistan Gurbanguly Berdymuhamedov. The Head of the State comes on stage.

For the announcement of presidential election results the floor was given to G.Myradov, the Chairman of the Central Commission for Elections and Referendums in Turkmenistan. Head of the CEC noted that the electoral campaign took place in the framework of law and in accordance with the generally recognized rules of law, on the principles of universal, equal and direct voting right, by secret ballot and free expression of the citizens, alternativeness, openness and transparency. The aforesaid were also confirmed by the international observers, representing reputable organizations and structures and independent observers, arrived in our country, which especially highlighted the activity of the electorate.

In general, 3,163,000 692 voters have taken part in the vote, that made up 97.28 percent of the total.

According to the results of national elections for M.Annanepesov, Deputy Chairman of the State Association of Food Industry was given 1.02 percent of the votes, for D. Annaev, Deputy khyakim of Mary velayat - 0.21 percent, for B.Atalyev, Chairman of the Board of Joint-Stock Commercial Bank "Rysgal" - 0,36 percent, for Gurbanguly Berdymuhamedov, President of Turkmenistan - 97.69 percent, for R.Durdyev, Director of Seidi Oil Refinery - 0.15 percent, for M.Gurbanov, Deputy khyakim of Dashoguz velayat on agriculture - 0.17 percent, for S. Jelilov, Head of Economy and Development Department of Akhal velayat - 0.25 percent, for S.Nurnepesov, General Director of "Garabogazsulfat" of Balkan velayat - 0.09 percent, for D. Orazov, Head of Mary velayat Agrarian party Committee - 0.06 percent of the votes.

On the basis of the Resolution adopted at the final meeting of the CEC on February 14, 2017 and in accordance with article 76 of the Electoral Code of Turkmenistan, the candidate Gurbanguly Myalikgulyevich Berdymuhamedov, collected 97.69 percent of votes in the elections declared the elected the President of Turkmenistan.

The ceremony of inaugurating the newly-elected President of Turkmenistan took place at the Ruhyyet Palace in the Turkmen capital. Putting his right hand on the Constitution of Turkmenistan, Gurbanguly Berdimuhamedov took the oath of allegiance to the country and people.

“Assuming the office of President of Turkmenistan, I do solemnly swear that I will faithfully, honourably and diligently execute the high duties entrusted to me; will to the best of my ability protect the independence and the status of neutrality of Turkmenistan; will respect and ‘safeguard’ the rights and freedoms of a person and a citizen; will observe and defend the Constitution of Turkmenistan; will devote all my efforts and knowledge to ensure the unity of the Turkmen people, to protect their peaceful life, to use all the opportunities so that the citizens of Turkmenistan magnify the glory of present and future generations of the Turkmen people; will faithfully serve to the people of Turkmenistan”.

The certificate of the President of Turkmenistan was awarded to the newly-elected leader of the Turkmen state.

The National Anthem of Turkmenistan sounded catching up by all participants of the ceremony.

President Gurbanguly Berdimuhamedov paid tribute to the State Flag of Turkmenistan.

The newly-elected President of Turkmenistan took the office and addressed the ceremony participants.

Ceremonial inauguration of re-elected President of Turkmenistan Gurbanguly Berdimuhamedov took place in Ruhiyet Palace. Having assumed the position, the Head of the State spoke to the participants and outlined main provisions of internal and foreign policy of the country for the next seven years.

I am firmly confident that together with the people with all of you, respected compatriots, we will solve successfully set targets and make one of the prosperous states of the world out of our country, - the President of Turkmenistan said, having expressed for one more time sincere gratitude to all constituents who took active part in the elections.

The elected Leader assured that he would take all efforts, knowledge, experience and abilities to justify the trust of the compatriots. I believe to my people, to its huge creative potential, to its inexhaustible capabilities and to its happy and prosperous future, - the Head of the State said.

After, according to the Constitution of Turkmenistan, President Gurbanguly Berdimuhamedov signed the Resolution on Dissolution of the Government. The members of the Government were instructed to carry out their duties until the adoption of new composition of the cabinet of Ministers.

At the end of the inauguration ceremony, under the sounds of ceremonial march, the Guard of Honour took out the State Flag of Turkmenistan, the Colour of the President of Turkmenistan, the Constitution of Turkmenistan and Holly Koran to be placed at Oguzkhan Palace Complex.

Upon completion of the inauguration ceremony at Ruhyyet Palace, the motorcade of the President of Turkmenistan, accompanied by the motorcycle escort which was replaced by the cavalry further along the route, proceeded to the Oguzhan Palace Complex.

Battalions of the Guard of Honor lined up at the main entrance, fully ready for the inaugural military parade in honor of the newly elected head of state’s taking office.

The Presidential vehicle took a turn around Galkynysh square to the sound of the military orchestra’s fanfares and a sevenfold hurrah shouted by the military.

The President of Turkmenistan, the Supreme Commander-in-Chief of the Armed Forces of the country, the army general Gurbanguly Berdimuhamedov received a report by the Commander of the Guard of Honor.

The National anthem of Turkmenistan was played, and the gun salute shot. Servicemen of the various branches of the military of the national Armed Forces took the National oath of Turkmenistan.

Then the inaugural military parade took place. Straight lines of Homeland defenders – officers and mechanized infantrymen; military pilots and sailors; special forces, civil defense and rescue forces; border guards; cadets of the Institute of Internal Affairs and the Institute of National Security – marched before the head of state in the parade step and demonstrated their refined skills.

After reviewing the parade, the national leader Gurbanguly Berdimuhamedov headed for the Oguzkhan Palace Complex. In the hall "Oguzhan", Palace Complex Dear President spoke to the by military personnel, the heads of military and law enforcement agencies.
