CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN

From August 31 to September 3, 2025, esteemed President Serdar Berdimuhamedov was on a working visit to friendly People’s Republic of China. At the invitation of the Chairman of the People’s Republic of China Xi Jinping esteemed President took part in the summit of the Shanghai Cooperation Organization (SCO) and celebrations dedicated to the 80th anniversary of the Victory in World War II.

In new historical period under the leadership of the esteemed President, Turkmenistan consistently implements a foreign policy strategy based on the principles of positive Neutrality, peacefulness and effective cooperation. This strategy continues positive undertakings of our Hero Arkadag.

Neutral Turkmenistan attaches great importance in its foreign policy to the development of mutually beneficial relations with countries of the near and far abroad. Among them is the People’s Republic of China, which is strengthening its position as one of the most economically powerful countries in the world. At present, our countries continue the valuable legacy of the Great Silk Road and write a new page in the history of comprehensive strategic cooperation.

At the Tianjin International Airport of the People’s Republic of China, our esteemed President Serdar Berdimuhamedov was warmly welcomed by officials of the People’s Republic of China and members of delegation of Turkmenistan.

On September 1, our esteemed President Serdar Berdimuhamedov attended of the Shanghai Cooperation Organization summit.

The SCO+ format – is a cooperation platform for countries interested in cooperation with the Shanghai Cooperation Organization member states, but not members. The summit chaired by the Chairman of the People’s Republic of China Xi Jinping was attended by heads of state and government of the SCO member states, observer states, dialogue partners and heads of major international organizations.

Opening the meeting, President Xi Jinping thanked everyone for accepting invitation. President Xi Jinping said that forum would discuss concrete steps to ensure peace, sustainable development and prosperity in the region, expressing confidence in the fruitfulness of the meeting. Then he gave the floor to the forum participants.

Our esteemed President Serdar Berdimuhamedov first of all expressed gratitude to the Chairman of the People’s Republic of China Xi Jinping for the invitation to participate in this summit of the Shanghai Cooperation Organization as an honorary guest, for the hospitality shown and excellent conditions created for work.

In his heartfelt speech Head of State noted: “Turkmenistan’s participation in the SCO Summits as an honorary guest has become a long-standing good tradition. In our opinion, this speaks of mutual interest in developing and deepening partnership…. In this regard, it would be logical and justified to establish closer practical cooperation with the participation of Turkmenistan and SCO, coordinate transport strategies based on an understanding of our objective advantages, mutual benefit and successful integration into the global geo-economics. In this regard, trans-Caspian and Caspian routes should be especially highlighted. We proceed from fact that the interests of the SCO as an organization and Turkmenistan coincide here and have a high degree of compatibility. I believe that our common task is to put them into practical use. We see Caspian corridors – vertically and horizontally – as a real chance to radically increase the efficiency and return on our economic and production capabilities, full-fledged access to world markets, establish and consolidate long-term and strong positions in the Eurasian geo-economic space.”

On September 2, our Hero Arkadagly Serdar arrived at the railway station in Tianjin. From here, Head of State was solemnly escorted to the capital of the People’s Republic of China - Beijing.

Our esteemed President was greeted warmly and enthusiastically at the Beijing railway station. In the afternoon, Head of State visited the Great Hall of the People of China. Here, esteemed President Serdar Berdimuhamedov had an official meeting with the Chairman of the People’s Republic of China Xi Jinping.

The Chinese leader warmly welcomed high-ranking Turkmen guest, thanked esteemed President for accepting invitation and visiting China and took the opportunity to convey his warm greetings to the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan our Hero Arkadag. Expressing gratitude for the invitation to visit China and hospitality provided our esteemed President congratulated Xi Jinping on the successful holding of the SCO summit and the 80th anniversary of the Victory, conveying to him warm greetings and best wishes from our Hero Arkadag.

The head of state noted that each meeting of the leaders of Turkmenistan and the People’s Republic of China – is an important stage in mutual cooperation, good opportunity to exchange views on the current state of bilateral relations, determine their development trends and discuss important issues on the international agenda.

“Turkmenistan and China – are countries with an ancient history. Over the centuries, our peoples have maintained contacts in various forms and accumulated unique experience. Today, views of Turkmenistan and China on the world order are close. The concept of the Chairman of the People’s Republic of China “Community of Shared Future for Mankind” corresponds to the philosophy of peace and mutual trust implemented by Turkmenistan. At the initiative of Turkmenistan, UN General Assembly declared 2025 the “International Year of Peace and Trust”, - said esteemed President and invited President of the People’s Republic of China Xi Jinping to the international forum to be held in Ashgabat on December 12 on the occasion of this event and the 30th anniversary of Turkmenistan’s Neutrality. At the end of the meeting, heads of state expressed confidence in the further development of Turkmen-Chinese relations for the benefit of the friendly peoples of the two countries and expressed their wishes for prosperity and well-being to each other.

On the same day, as part of the visit esteemed President met with the First Deputy Premier of the State Council of the People’s Republic of China.

On September 3, during his visit to the People’s Republic of China, esteemed President Serdar Berdimuhamedov at the invitation of the Chairman of the People’s Republic of China Xi Jinping took part in the celebratory events in Beijing in honor of the 80th anniversary of the Victory in World War II.

After the joint photographing of the heads of delegations, a ceremonial military parade was held in Tiananmen Square in Beijing. This ceremonial parade was an expression of China’s commitment to peace and respect for the memory of glorious national heroes.

Thus, current visit of the esteemed President to the People’s Republic of China has become an important step in the development of Turkmen-Chinese relations and confirmed their strategic nature. The results of the negotiations and signed documents will open new horizons for mutually beneficial cooperation and will contribute to the implementation of large-scale projects aimed at the well-being of both countries.
