CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN

In order to implement the previously adopted Law of Turkmenistan “On the Unified State Register of Voters” and ensure the organized hold of work on creating the Unified State Register of Voters, specialists from the Central Election Commission conducted training seminars at the local places in accordance with the approved plan.

Representatives of the hyakimliks of the velayats, the cities of Ashgabat and Arkadag, etraps and cities responsible for maintaining the Unified State Register of Voters, as well as heads of election commissions of the velayats, the cities of Ashgabat and Arkadag, etraps and cities took part in the training seminars, which took place from December 23 to 25 of this year.

This Law includes 6 chapters and 34 articles and defines the legal and organizational basis for the creation and maintenance of a unified state register of citizens (voters) of Turkmenistan, who have the right to vote in elections and referendums. The Law stipulates that the unified state register of voters must be in effect at all times, regardless of the timing of elections or referendums and that its database must be updated periodically every 6 months.

The Unified State Register of Voters – is not only a digital electronic register, but also one of the main documents for realizing citizens’ electoral rights and holding free and fair elections and referendums on a broad democratic basis.

During the seminar, a comprehensive overview of the Law of Turkmenistan “On the Unified State Register of Voters” was presented using specially prepared slides, as well as such concepts as the administrator of the state register, leading state register, state register, state register database, storage and processing of information, use of the state register database, main tasks of the state register, functions of velayat, etrap, city hyakimliks and election commissions.

In addition, the seminar participants were informed about the regulations, instructions and their contents prepared by the Central Election Commission, in particular:

– “On the creation of special groups for maintaining the Unified State Register of Voters and procedure for their work”;

– “On the form of providing information about voters to special groups maintaining the Unified State Register of Voters”;

– “On access to the Unified State Register of Voters database, its maintenance and responsibilities of responsible persons”;

– “On the use of the Unified State Register of Voters database”.

An exchange of questions and answers took place during the seminar.
