On December 17-20, 2025, our esteemed President Serdar Berdimuhamedov paid a working visit to Japan. The head of state participated in the first “Central Asia-Japan” dialogue summit held in Tokyo.
Today, traditional friendly relations – are a shining example of strategic cooperation. The principles of mutual respect and equality serve as a solid foundation for the implementation of large-scale joint projects. The country’s foreign policy, initiated by the National Leader of the Turkmen people and successfully implemented under the leadership of the esteemed President, provides a powerful impetus for the further development of multilateral relations characterized by a high level of mutual trust.
The first official visit of Hero Arkadag to Japan in December 2009 was a special stage that radically changed interstate relations. This visit not only opened a new chapter in the history of bilateral relations, but also laid the foundation for a concept of long-term industrial cooperation. Turkmenistan and Japan consistently cooperate in the interests of global sustainable development on the platforms of international organizations. Active cooperation within the framework of the “Central Asia-Japan” dialogue is a prime example of this.
Our esteemed President Serdar Berdimuhamedov was warmly welcomed at Japan’s “Haneda” International Airport in Tokyo.
On December 19, during a working visit to Japan, our esteemed President Serdar Berdimuhamedov met with Emperor of Japan Naruhito.
His Majesty the Emperor warmly welcomed the distinguished guest and expressed confidence that the current visit of our Head of State to Japan would be another important step in further strengthening and expanding interstate cooperation and also taking this opportunity, conveyed his warm greetings to the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov.
Our esteemed President expressed gratitude for the kind words and hospitality and said he was pleased to meet His Majesty the Emperor for the second time this year. Our Head of State took the opportunity to convey to the Emperor warm greetings and best wishes from Hero Arkadag.
Japan – is one of the world leader in the field of new technologies and high-tech industrial production. In this regard, our Head of State noted that Turkmenistan, which has huge natural resources, relies on Japanese technological solutions and experience in their economical and efficient development. The esteemed President of Turkmenistan emphasized that Turkmenistan attaches great importance to environmental well-being and noted the country’s interest in Japanese developments in the field of “green” energy, water resource management and environmental technologies.
At the conclusion of the meeting, esteemed President Serdar Berdimuhamedov and Emperor Naruhito of Japan expressed confidence in the further development of long-term strategic cooperation across a wide range of areas for the benefit of the Turkmen and Japanese peoples and wished each other all the best.
Then, our esteemed President held a business meeting with the heads of leading Japanese companies.
Currently, large Japanese companies – are successfully operating in Turkmenistan. They have established themselves as reliable partners, implementing large-scale projects in our country over many years. In this context, main areas of cooperation include the gas and petrochemical industries, transport and communications, agriculture and advanced technology. Opening the meeting, the Chairman of the Japan-Turkmenistan Committee on Economic Cooperation, Executive Vice President of “ITOCHU” Corporation expressed his sincere gratitude to our esteemed President for the opportunity to meet with them and expressed confidence that this meeting will serve as an important impetus for the further expansion of trade and economic relations between the two friendly countries.
Then, the floor was given to our esteemed President Serdar Berdimuhamedov. The head of state sincerely welcomed our country’s time-tested reliable partners – the heads and representatives of leading Japanese companies, noting that Turkmenistan has enjoyed many years of fruitful and mutually beneficial cooperation with these companies. Our esteemed President took the opportunity to express gratitude for the initiative to hold this meeting, for the opportunity to comprehensively discuss the current state of Turkmen-Japanese economic cooperation and ways to develop it in the future.
Our esteemed President’s speech was listened to with great attention. Representatives of the business community expressed gratitude to our esteemed President for allocating time to participate in this meeting, noted the importance of the proposals put forward by the Head of State in his speech and expressed their readiness to cooperate in this direction.
Later, our esteemed President met with Chairman of the House of Representatives of the Japanese Parliament Fukushiro Nukaga.
Fukushiro Nukaga noted that it was a great honor for him to meet with the distinguished guest and emphasized that Turkmenistan – is one of Japan’s key partners in the strategically important Central Asian region, expressing confidence that our Head of State’s current visit will give impetus to taking bilateral relations to a qualitatively new level.
Thanking for the kind words, our Head of State emphasized the importance of the current meeting for the further development of Turkmen-Japanese interparliamentary relations based on trust and mutual respect.
Then, our esteemed President met with the Chairman of the Japanese-Turkmen Interparliamentary Friendship Group Endo Toshiaki.
Endo Toshiaki warmly welcomed the guest of honor, noting that Turkmen-Japanese relations have reached a new level in recent years thanks to consistent political dialogue and expressed confidence that this visit by our Head of State will be an important stage in bilateral cooperation.
Expressing gratitude for the kind words, our esteemed President noted that Turkmen-Japanese relations – are based on the principles of mutual respect, equality, mutual benefit and Turkmenistan attaches great importance to their further development.
On December 20, as part of a working visit, our esteemed President Serdar Berdimuhamedov met with Japanese Prime Minister Sanae Takaichi.
Prime Minister Sanae Takaichi warmly welcomed our Head of State, expressed gratitude for accepting the invitation to visit Japan and expressed confidence that this meeting will play an important role in strengthening cooperation between the two countries based on the principles of friendship, mutual respect and equality.
Our esteemed President thanked us for the invitation and hospitality, once again congratulated Sanae Takaichi on her election as Prime Minister of Japan, wished her success in her government work and took the opportunity to express warm greetings and best wishes from the National Leader of the Turkmen people Hero Arkadag.
At the end of the meeting, our esteemed President and the Prime Minister of Japan expressed confidence that through joint efforts, friendly relations and mutually beneficial cooperation between Turkmenistan and Japan will continue to strengthen in the future and wished each other all the best.
Then, esteemed President Serdar Berdimuhamedov participated in the first “Central Asia-Japan” dialogue summit. The main goal of this dialogue – is to promote the sustainable development of Central Asia by advancing regional cooperation and strengthening ties with the international community.
At the Summit venue, our esteemed President Serdar Berdimuhamedov was warmly welcomed by Japanese Prime Minister Sanae Takaichi. Our Head of State and the Prime Minister of the friendly country were photographed together.
Then, the first “Central Asia-Japan” dialogue summit took place. The Japanese Prime Minister opening the high-level meeting, thanked the Summit participants for accepting their invitations. She also emphasized that the Central Asian countries are Japan’s main partners. Then the floor was given to the Summit participants. In his speech, our Head of State expressed gratitude to the Japanese Government for its hospitality and said that he views today’s meeting as an important stage in the qualitative and substantive renewal of relations between the Central Asian countries and Japan, taking into account the current global geo-economic and political situation and Asia’s growing role as a center of global development.
Arkadagly Hero Serdar appealed to the summit participants with a request to support Turkmenistan’s initiative to declare 2028 – the “Year of International Law”.
The first “Central Asia-Japan” dialogue summit opens new horizons for cooperation, said our esteemed President, confirming Turkmenistan’s readiness to actively contribute to strengthening of a trusting, equal and mutually beneficial partnership between our countries, as well as to remain an active participant in this format.
The meeting resulted in the adoption of the Tokyo Declaration of the “Central Asia-Japan” dialogue summit, as well as a Joint ministerial statement on economic and energy issues.
Thus, our Head of State’s working visit to Japan and his participation in the first “Central Asia-Japan” dialogue summit were significant events that will provide a powerful impetus to the development of bilateral cooperation.
