CENTRAL COMMISSION FOR HOLDING ELECTIONS AND REFERENDUMS IN TURKMENISTAN

On November 2, 2025, esteemed President Serdar Berdimuhamedov made a working visit to the Balkan velayat. Our Arkadagly Hero Serdar participated in the laying ceremonies for a carbamide production complex with a capacity of 1 million 155,000 tons per year on the territory of the Turkmenbashi etrap, as well as the Turkmenbashi – Garabogaz section of the Turkmenbashi – Garabogaz highway – border with Kazakhstan, as well as the opening of a drinking water purification plant with a capacity of 20,000 cubic meters per day in the Esenguly etrap and an automobile the bridge over Garabogazgol Bay.

At the initiative of our Hero Arkadag under the wise leadership of the esteemed President essential work is being carried out to comprehensively develop our country’s regions, expand their industrial and transport infrastructure. Currently, in order to increase production volumes based local raw materials, ongoing efforts are underway to modernize production facilities in the construction and industrial complex, create new production facilities producing import-substituting, export-oriented products. At the same time, large-scale projects are being implemented to improve the country’s road-transport infrastructure and create new international transport corridors. As a result, a well-developed network of highways has been formed that meets the high demands of modern times. Continuously improving the standard of living of our people is a priority of large-scale socio-economic reforms.

The head of state entering a specially equipped conference hall, delivered a speech on the occasion of the commissioning ceremonies for new facilities and laying of the foundation stone for the construction.

Addressing the ceremony participants our Arkadagly Hero Serdar noted that on the occasion of the Day of Workers of the Construction and Industrial Complex, we are participating in the laying ceremony for important facilities in the Balkan velayat – carbamide production complex in the Turkmenbashi etrap and the Turkmenbashi – Garabogaz – Kazakhstan highway, as well as the ceremonial opening and commissioning of the drinking water purification plant in the Esenguly etrap of the Balkan Velayat and the automobile bridge over Garabogazgol Bay and sincerely congratulated those present on the commissioning ceremony and laying the foundation of new facilities.

Then the Head of State gave his blessing to the commissioning of a water treatment plant in Esenguly etrap in a live broadcast using a digital system. The new water treatment plant is located on an area of 8 hectares and equipped with high-quality European technologies. The plant is capable of producing 20,000 cubic meters of clean drinking water per day from seawater. In this regard, the newly commissioned facility not only strengthens the foundation for providing clean drinking water to the population, but also confirms that human health – most important asset of our country – is a priority of state policy.

As our Arkadagly Hero Serdar noted “Our wise ancestors considered the construction of roads and bridges a noble cause and turned it into a noble principle. Today, this noble work continues with dignity in the road and transport infrastructure of Turkmenistan, which is the heart of the Great Silk Road. This is clearly demonstrated by the regular construction of new roads and bridges in our country”.

Then the ceremony using the digital system continued with the opening of the automobile bridge over Garabogazgol Bay. Our esteemed President has blessed the commissioning of the automobile bridge across Garabogazgol Bay. As you know, the bridge over Garabogazgol Bay built and put into operation in accordance with the Decree of the President of Turkmenistan dated June 16, 2022 “On the construction of an automobile bridge over Garabogazgol Bay” located along the Turkmenbashi – Garabogaz – border of Kazakhstan highway and crossing Garabogazgol Bay has a total length of 354 meters. The width of the automobile bridge with two spans and two lanes is 21 meters and the total length of the access roads to it is 2,000 meters.

Then the ceremony continued at the site of the foundation stone for the construction of the carbamide production complex. Dear President noted: “The new carbamide production complex the foundation of which is being laid today in the Turkmenbashi etrap of the Balkan Velayat – is one of the major investment projects. Currently, “Tejencarbamide”, “Marycarbamide” and “Garabogazcarbamide” plants are operating in the country. The new complex will also comply with international environmental standards. The construction of the modern complex will be carried out by a consortium of “Mitsubishi Corporation” (Japan) and “Gap Inşaat” (Turkey). Advanced technologies from leading companies in Europe and Asia will be used in the production of the new complex. It will produce 2,000 tons of ammonia per day and 660,000 tons per year, which will be used as a raw material in the production of carbamide. In total, plant will produce 3,500 tons per day and 1 million 155 thousand tons of carbamide fertilizers per year”.

Then esteemed President attended in the laying of the foundation ceremony of the Turkmenbashi – Garabogaz – border of Kazakhstan highway. To the applause of the audience our Arkadagly Hero Serdar following his noble tradition blessed this undertaking. The Turkmenbashi – Garabogaz section of the Turkmenbashi – Garabogaz – Kazakhstan border highway under construction will have a total of 4 lanes. The width of the roadway will be 27.5 meters, the width of the carriageway – 7.5 meters on each side and the width of the carriageway – 3.75 meters. The lanes of the road will be separated by a special concrete curb. Safety barriers will be installed on both sides of the road to ensure safety. This modern highway with a total length of 207 kilometers will cover the section from the city of Turkmenbashi to the roundabout, which will be built at Garabogazgol Bay over a new automobile bridge. The road will also run from the roundabout to the state border with Kazakhstan. Along this modern highway, which will have a capacity of 580 vehicles per hour and 14,000 vehicles per day, it is planned to build 8 bus stops, parking lots, gas stations and social facilities.

Thus, the ceremonial opening of the drinking water treatment plant in the Esenguly etrap and the automobile bridge over the Garabogazgol Bay, the laying of the foundation of the carbamide production complex in the Turkmenbashi etrap and the Turkmenbashi – Garabogaz section of the Turkmenbashi – Garabogaz highway – the border with Kazakhstan, marked a new stage in the development of our country and in particular the Balkan velayat. These celebrations are especially significant on the eve of the Day of Workers of Construction and Industrial Complexes, which is widely celebrated in our country. This is clear evidence that under the leadership of our Arkadagly Hero Serdar, who successfully implements the noble initiatives of our Hero Arkadag, our country continues to build bridges and roads.
