On October 9–10, 2025, our esteemed President Serdar Berdimuhamedov paid a working visit to the friendly Republic of Tajikistan. At the invitation of the President of Tajikistan Emomali Rahmon, our Hero Arkadagly Serdar participated in the second “Central Asia – Russia” Summit and regular meeting of the Council of Heads of State of the Commonwealth of Independent States in Dushanbe.
“Central Asia – Russia” format – is a multifaceted, mutually beneficial and strategic partnership that plays a vital role in ensuring sustainable development and prosperity across the Eurasian continent. Cultural affinities and common history provide a solid foundation for further deepening this cooperation.
At the Dushanbe International Airport in the Republic of Tajikistan, esteemed President was warmly welcomed by officials and members of the country’s delegation.
The esteemed President, who was on a working visit to Dushanbe held a bilateral meeting with President of the Republic of Tajikistan Emomali Rahmon.
The President of the friendly country warmly welcomed esteemed Turkmen guest, expressed gratitude for his visit and noted that the Head of State’s current visit would serve to further strengthen the traditionally friendly relations between the two countries.
Expressing gratitude for the invitation and hospitality, our esteemed President conveyed warm greetings and best wishes from the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Hero Arkadag. The President of the friendly country extended his best wishes to Hero Arkadag and emphasized the importance of high-level reciprocal visits.
Then our esteemed President visited the Reception Palace, where the “Central Asia – Russia” Summit was held. There, the head of state was warmly welcomed by the President of the Republic of Tajikistan Emomali Rahmon. After a joint official photographing of the heads of state participating in the summit, a summit meeting took place in the “Central Asia – Russia” format.
President Emomali Rahmon warmly welcomed the summit participants, expressed satisfaction with their arrival in Tajikistan and expressed confidence that today’s summit would elevate six-party cooperation to a qualitatively new level. Then the floor was given to the summit participants.
Speaking at the summit, esteemed President expressed gratitude to the President of the Republic of Tajikistan Emomali Rahmon for the hospitality extended, noting that the holding of the second meeting of the Heads of State of Central Asia and Russia attests to the fact that cooperation in this format is becoming a regular occurrence.
As noted, Turkmenistan considers strengthening and intensifying economic ties between Central Asia and Russia a priority for cooperation. In recent years, a number of major projects have been launched with participation of our countries. The transportation system is particularly important today. The main goal of joint efforts in this area is to create a reliable, stable and efficient logistics system running through the territories of Central Asian states and Russia.
The head of state noted the importance of the Caspian Transport and Logistics Center for establishing direct transport links between Central Asian countries and Russia via the Caspian Sea. Turkmenistan confirmed its readiness to discuss using the potential of the Turkmenbashi International Seaport for these purposes.
President of the Republic of Tajikistan Emomali Rahmon expressed gratitude to the esteemed President for his informative speech and noted the importance of the proposals made in it.
The meeting, chaired by the President of the Republic of Tajikistan was also attended by the Presidents of Kazakhstan, Kyrgyzstan, Uzbekistan and Russian Federation.
On October 10, during his working visit to the Republic of Tajikistan, esteemed President Serdar Berdimuhamedov took part in the regular meeting of the Council of Heads of State of the Commonwealth of Independent States.
Our esteemed President visited the “Kasri Millat” Palace, where regular meeting of the Council of Heads of State of the Commonwealth of Independent States was held. Our esteemed President was warmly welcomed by the President of the Republic of Tajikistan Emomali Rahmon. After the official photographing of the heads of delegations participating in the summit, the meeting of the Council of Heads of State of the CIS took place.
The meeting, chaired by the President of the Republic of Tajikistan was attended by the Presidents of the Republic of Azerbaijan, Belarus, Kazakhstan, the Kyrgyz Republic, the Republic of Uzbekistan, the Russian Federation, the Prime Minister of the Republic of Armenia and the Secretary General of the Commonwealth of Independent States. President Emomali Rahmon warmly welcomed the summit participants and emphasized the importance of the agenda items for the further development of mutually beneficial cooperation within the Commonwealth and deepening of relations in various fields. Then floor was given to the meeting participants.
Addressing the meeting participants, our esteemed President first expressed gratitude to the President of the Republic of Tajikistan Emomali Rahmon for the hospitality extended, noting that the CIS represents a format of mutual respect and equal cooperation and that fruitful dialogue is being conducted between the participating countries in foreign policy, trade, economic, humanitarian and other fields.
Mechanisms for intergovernmental and interdepartmental meetings have been streamlined. Cultural cooperation is developing. The scope of the CIS’s participation in the work of other multilateral structures and associations is significantly expanding. All this demonstrates the Commonwealth’s significant potential as an effective partnership mechanism that serves the interests of our peoples.
President Serdar Berdimuhamedov continued that one of the most important tasks of joint activities has been and remains maintaining a sustainable system of security and stability within the CIS. Turkmenistan believes that all participating countries, without exception are interested in ensuring that good-neighborliness, harmony and mutual understanding are defining characteristics of interstate relations.
In conclusion, Head of State expressed gratitude to the President of the Republic of Tajikistan Emomali Rahmon for his country’s effective chairmanship of the CIS this year. Gratitude was also expressed to CIS Secretary-General Sergey Lebedev for his effective coordination of the Commonwealth’s bodies and his significant contribution to the summit.
Then it was announced that the chairmanship of the Commonwealth of Independent States would be transferred to Turkmenistan in 2026 and that the next meeting of the CIS Council of Heads of State would be held in Ashgabat on October 9 of the next year.
Then the summit continued its work in an expanded format. The President of Tajikistan announced that Turkmenistan would assume the chairmanship of the Commonwealth of Independent States next year and gave the floor to the esteemed President.
The esteemed President expressed gratitude for the decision taken on Turkmenistan’s chairmanship of the CIS in 2026, noting that this is perceived as a sign of respect and trust placed in Turkmenistan by all participating states, as well as recognition of our country’s contribution to the development of the Commonwealth of Independent States.
President Emomali Rahmon thanked the esteemed President for his speech and wished Turkmenistan success during its chairmanship. A number of organizational issues were also discussed during the summit. Following the summit, a number of documents were adopted.
Thus, the President’s participation in the “Central Asia – Russia” Summit and regular meeting of the Council of Heads of State of the Commonwealth of Independent States once again vividly demonstrated Turkmenistan’s commitment to multifaceted cooperation with all stakeholders. Our country continues to strengthen its position as a reliable partner in the Commonwealth, offering innovative solutions to common challenges.
